no longer being considered essential. NABP assures its members
and stakeholders that these perceptions are indeed untrue. Nearly
all jurisdictions still require a passing score on a jurisprudence
examination for licensure. Of those, Arkansas and California have
developed and administer their own jurisprudence examinations.
Vermont and Idaho do not require a state law exam. The remaining
48 rely on the MPJE to receive this important metric in evaluating
credentials for licensure candidates.
NABP considers the MPJE of particular importance because of
the connection between pharmacist regulation and public health. To
ensure positive patient outcomes as often as possible, it is important
that all licensed pharmacists understand the laws and regulations of
their jurisdiction. This requirement standard reflects NABP's shared
mission with the boards of pharmacy to protect the public health.
NABP continues to support and maintain the MPJE as an
important resource in evaluating that understanding. The knowledge,
skills, and abilities tested by the MPJE are not secondary to clinical
knowledge, but complementary to it.
Continuous Development Responsive to State Needs
One characteristic that sets the MPJE apart is the greater need to be
responsive and adaptable. While this is important for all exams, it
is especially relevant to the MPJE because the exam must meet the
needs of all participating jurisdictions while considering their varied
and changing laws and requirements for pharmacy practice.
Like all NABP examinations, the MPJE goes through an ongoing
development process to ensure that the scores provided by the test
are an accurate means of assessing a candidate's competence to
practice pharmacy. This comprehensive development is continuous,
but also moves at a careful pace to ensure that significant changes
are thoroughly considered before implementation. This includes
evaluations of the test design and plan, surveys and blueprint review,
standard setting, item development, and ongoing analysis and refining.
As part of this process, NABP is able to respond quickly when an item
is no longer relevant, such as if a regulation is changed or eliminated.
An item can be removed from the examination pool very quickly after a
board informs NABP of the change.
The item writing process is another way the exam remains agile
to reflect changes in the regulatory landscape. New exam questions
for the MPJE start at the Item Development Workshop, an annual,
in-person meeting of subject matter experts where new items are
created and refined. These items are later reviewed by the MPJE
Review Committee and then sent to relevant states for their specific
review. The new questions are then added to the pool of pretest
questions that candidates may receive during their exams but are
not yet counted toward their final score. Candidates' performance
