Precursor Chemicals and Laboratory Equipment
Used to Develop Illicit Fentanyl Added to SSL
Precursor chemicals and laboratory equipment used to manufacture
illicit fentanyl, fentanyl-related substances, and other synthetic drugs
have been added to DEA's Special Surveillance List (SSL). Specifically,
the agency added phenethyl bromide, propionyl chloride, and sodium
borohydride to the list, and 28 precursor chemicals used to illicitly
produce synthetic drugs, noting that tableting machines include

Ohio Offers Free Fentanyl Test Strips
to Pharmacies Within State
In recognition of Overdose Awareness Day, which was held
on August 31, 2023, the State of Ohio Board of Pharmacy
partnered with the Office of Governor Mike DeWine,
RecoveryOhio, the Ohio Department of Mental Health and
Addiction Services, and the Ohio Department of Health to
offer no-cost fentanyl test strips to all Ohio pharmacies.
To help save lives, the Board is encouraging pharmacists to
make these important tools available to patients. The Board
is offering each licensee up to two boxes of fentanyl test
strips per order (100 strips per box). Read more in the Ohio

Washington Files CR-102 Notice of Proposed Rulemaking
Regarding Remote Dispensing for OUD Medications
Last summer, the Washington State Department of Health filed a
CR-102 Notice of Proposed Rulemaking, creating a new section of
Washington Administrative Code 457 Remote Dispensing Sites for
Opioid Use Disorder (OUD) Medications under Washington State
Register 23-16-071. The CR-102 proposes establishing the minimum
standards for remote OUD dispensing sites to implement Substitute
Senate Bill 6086 (Chapter 244, Laws of 2020) and to increase access
to medications used to treat OUD or its symptoms. A public
hearing for this proposed rulemaking was held on October 19, 2023.

has indexed chemicals, products, materials, and equipment used to
develop controlled substances, which can help organizations that sell
supplies such as chemicals used in laboratories to identify dangerous
substances and equipment that may be misused for illicit purposes.
Individuals and businesses may face a fine of up to $250,000 if they
sell a product listed on the SSL with " reckless disregard " of its illegal

New Protocols for Overdose Reversal Opioid Antagonists
Several state boards of pharmacy have updated their statewide protocols for pharmacists to provide distribution of other overdose
reversal opioid antagonists. Here is a look at how the Iowa, North Dakota, and Oregon boards of pharmacy have updated their rules.
Iowa
The Iowa Board of Pharmacy approved updates to its statewide
protocol for pharmacists. As part of 2023 Iowa Acts, House File 595,
the language relating to Board-approved statewide protocols in
Iowa Code Section 155A.46 was amended to provide for broader
distribution of overdose reversal opioid antagonists. The protocol has
been updated to provide that a pharmacist may order and dispense
any Food and Drug Administration-approved opioid antagonist for
the reversal of an opioid overdose to any eligible recipient ages 18 or

North Dakota
The North Dakota Board of Pharmacy has proposed changes to
Chapter 61-04-12 to replace the use of the word " naloxone " with
" opioid antagonist. " This rule change should allow pharmacists
prescribing authority to not just naloxone, but other medications

Oregon
The Oregon Board of Pharmacy amended, added, repealed, and sent
several rules to rulemaking during its October 2023 Board meeting.
Among these rules is Division 019/041/043/044/139 - related to
short-acting opioid antagonists. The existing rules related to naloxone
were amended by utilizing the newly defined term " short-acting
opioid antagonist " instead of " naloxone, " per directives of 2023 House
Bill 2395. The existing rules for pharmacies, dispensing practitioner
drug outlets, correctional facilities, community health clinics, and
charitable pharmacies were also amended by incorporating labeling
exemption requirements that apply when a prescriber personally
dispenses a short-acting opioid antagonist in the form of a nasal
spray, per directives of 2023 Senate Bill 450. Oregon Administrative
Rule (OAR) 855-041-2340 Naloxone and OAR 855-139-0720 Naloxone
General Requirements were repealed, as these requirements can be
