Alabama Amends Rule on
Emergency Dispensing From
Institutional Facilities
The Alabama State Board of Pharmacy
amended the 680-X-2-.18 Institutional
Pharmacies rule to help patients obtain
" emergency dispensing " medications upon
discharge from an institutional facility. These
medications must now include on their
labels: the name and address of the facility
from which the prescription was dispensed,
the directions for use, the name of the drug
as it is dispensed, the strength per dosage
unit, and any additional information that is
essential for proper storage, handling, safety,
and/or usage of the prescription.
Emergency dispensing may be utilized for
bulk medications for single patient use and
medications that are deemed necessary with
Board approval. For more information, read

California Amends
Regulation of Inventory
Reconciliation and Activities
The California State Board of Pharmacy has
amended the regulation clarifying the phrase
" inventory reconciliation " and defining the
term " inventory activities. " Furthermore,
in California Code of Regulations Section
1715.65, Inventory Activities and Inventory
Reconciliation Reports of Controlled
Substances, the Board:
* identifies four non-Schedule II
controlled substances (CS) that must
be inventoried at least every 12 months;
* specifies when all other CS must
be inventoried;
* requires individuals to complete
the inventory or prepare the report
to be identified and the individual
who performs the inventory to sign
and date it;
* allows use of a digital, electronic,
or biometric identifier instead of a
physical signature if a printed signed
statement confirming the accuracy
of the report is retained; and
* clarifies inventory requirements
in hospital settings.
The amendment took effect on January 1,

Iowa Amends Rule for
Documentation of Nonsterile and
Sterile Compounding
The Iowa Board of Pharmacy recently
adopted an amendment to its rule for
documentation of compounding of nonsterile
and sterile products. The rule expands on the
information required in the compounding
record related to the components used in
the preparation. The compounding record
must now include the manufacturer or
National Drug Code number, lot number,
and expiration date of each component.
Additionally, the compounding record must
include the steps that were involved in the
compounding of the preparation. Pharmacies
should be reminded that the amended rule
does not require a pharmacy to maintain
a master formulation record above and
beyond what is required in United States
Pharmacopeia General Chapter <797>.
Also, pharmacies that are preparing
medications according to the manufacturer's
package insert (eg, reconstituting and
administering via intravenous bag according
to the manufacturer's instructions) are not
required to maintain documentation of
these activities, as this type of preparation is
not considered compounding. Read more

Tennessee to Review Rules
After Legislative Initiatives Pass
The Tennessee Department of Health passed
two legislative initiatives related to the
local county health departments and the
Controlled Substance Monitoring Database.
In addition, three pieces of legislation now
require the Board to review rules Public
Chapter (PC) 812, PC 908, and PC 1010.
PC 812 expands the scope of practice of
pharmacy technicians, and PC 908 permits
a pharmacist to enter into a collaborative
practice agreement with a physician to
provide ivermectin. However, this law
does not allow ivermectin to be sold over
the counter. Current collaborative practice
rules will need to be followed for those who
wish to enter into these agreements now.
PC 1010 requires the Board to promulgate
rules necessary to ensure that an individual
who is blind, visually impaired, or otherwise
print disabled has appropriate access to
prescription labels, bag tags, and medical
guides. For more information about the

Texas Reminds Pharmacists to
Complete an Additional Fingerprint
Background Check Before Renewing
The Texas State Board of Pharmacy's
new statutory requirement in the Texas
Occupations Code, Section 602.2101,
requires that Board-licensed pharmacists
who registered their fingerprints before
June 1, 2015, must also carry out an
additional fingerprint background check
before renewing their Board license.
Fingerprint criminal background checks are
conducted though the Texas Department
of Public Safety and the Federal Bureau of
Investigation. They are a requirement for all
current licensees and permit holders. This
additional fingerprint background check is a
one-time requirement and will not be needed
for subsequent renewals unless required by
