AROUND THE ASSOCIATION
Executive Officer Changes
* Frank Thorwald has been
* Justin Ortique, PharmD, RPh,
former interim executive director of
the District of Columbia Board of
Pharmacy, has been named executive
director. Previously, he was program
manager at the District of Columbia
Department of Health. Ortique received
a doctor of pharmacy degree from the
University of Maryland Eastern Shore.
* M. Joseph Fontenot, Jr, RPh, has
been named executive director of the
Louisiana Board of Pharmacy, replacing
Malcolm J. Broussard, RPh. Fontenot
joined the Board as a compliance officer
in 2002 and has managed the Louisiana
Prescription Monitoring Program since
its inception in 2008. He was named
assistant executive director of the Board
in 2013. In addition, Fontenot has been
active in national associations, including
the Accreditation Council for Pharmacy
Education and the National Association
of State Controlled Substances
Authorities (NASCSA). He is chair of
the NASCSA executive committee, after
serving a two-year term as president.
Fontenot received a bachelor of science
degree in pharmacy from Northeast
Louisiana University, now known as the
University of Louisiana at Monroe.
* Marlee B. O'Neill, JD, former interim
executive director of the Washington
State Pharmacy Quality Assurance
Commission, has been named
executive director. O'Neill joined
the Washington State Department
of Health Office of Investigative and
Legal Services (OILS) as a staff attorney
in 2011. During her time at OILS,
O'Neill served as a supervising staff
attorney and completed her time at
the department as deputy director.
In these roles, she served as the OILS
liaison to the Commission. O'Neill
also worked as an assistant attorney
general for the Washington State
Attorney General's Office, litigating
disciplinary cases for the Commission.
O'Neill earned her law degree from
the Seattle University School of Law.
Board Member Appointments
* Tenille Dawn Davis, PharmD,
RPh, has been appointed a member
of the Arizona State Board of
Pharmacy. Davis' appointment
will expire January 18, 2027.

a public member of the Georgia
State Board of Pharmacy. Bracewell's

has been appointed a member of the
Illinois Department of Financial and
Professional Regulation, Division of
Professional Regulation - State Board
of Pharmacy. Gard's appointment
will expire April 1, 2027.
* Edwin Muldrow, RPh, has been
appointed a member of the Illinois
Department of Financial and
Professional Regulation, Division
of Professional Regulation - State
Board of Pharmacy. Muldrow's
appointment will expire April 1, 2024.
* Alvin Craig Sartin, RPh, has
been appointed a member of the
Mississippi Board of Pharmacy. Sartin's
appointment will expire June 30, 2027.
* Karen J. Divens has been appointed a
member of the New York State Board
of Pharmacy. Divens' appointment
will expire June 30, 2027.
* Steven Earle has been appointed a
public member of the New York State
Board of Pharmacy. Earle's appointment
will expire September 30, 2026.
* Michelle Lewis, PharmD, RPh,
has been appointed a member
of the New York State Board of
Pharmacy. Lewis' appointment
will expire January 31, 2026.
* Mark Soffing, MS, MBA, PharmD,
RPh, BCNP, has been appointed a
member of the New York State Board
of Pharmacy. Soffing's appointment
will expire March 31, 2026.
* Christopher Wallen, PharmD,
RPh, has been appointed a member
of the New York State Board of
Pharmacy. Wallen's appointment
will expire June 30, 2026.
* Miller Young, PharmD, RPh,
has been appointed a member
of the New York State Board of
Pharmacy. Young's appointment
will expire February 28, 2027.
* Randy Curry, DPh, has been
appointed a member of the Oklahoma
State Board of Pharmacy. Curry's
appointment will expire June 30, 2027.
* Shonda Lassiter, DPh, has been
appointed a member of the Oklahoma
State Board of Pharmacy. Lassiter's
appointment will expire June 30, 2026.
* Laney S. Spigener, III, PharmD, RPh,
has been appointed a member of the
South Carolina Department of Labor,
Licensing, and Regulation -
Board of Pharmacy. Spigener's
appointment will expire June 30, 2028.
* S. Lawrence " Larry " Kocot, MPA,
JD, LLM, has been appointed a
public member of the Virginia Board
of Pharmacy. Kocot's appointment
will expire June 30, 2025.
* Yeh Ling Yuan Lee, PharmD, RPh,
has been appointed a member of the
Virginia Board of Pharmacy. Lee's
appointment will expire June 30, 2026.
* Wendy C. Nash, PharmD, RPh,
has been appointed a member of the
Virginia Board of Pharmacy. Nash's
appointment will expire June 30, 2025.

RPh, has been reappointed a
member of the Louisiana Board of
Pharmacy. Indovina's appointment
will expire June 30, 2028.
* Richard Mannino, RPh,
BCNSP, has been reappointed a
member of the Louisiana Board of
Pharmacy. Mannino's appointment
will expire June 30, 2028.
* Raymond J. Strong, MBA, PharmD,
RPh, FASCP, has been reappointed a
member of the Louisiana Board of
Pharmacy. Strong's appointment will
expire June 30, 2028.
* Kristopher Ratliff, PharmD, RPh,
has been reappointed a member of the
Virginia Board of Pharmacy. Ratliff's
appointment will expire June 30, 2026.
* Patricia Richards-Spruill, RPh,
has been reappointed a member of
the Virginia Board of Pharmacy.
Richards-Spruill's appointment
