New Initiative to Improve Transportation Project Delivery
Recognizing that the nation’s transportation infrastructure is in need of significant investment, the U.S. Federal Highway Administration (FHWA) launched its Every Day Counts (EDC) initiative. EDC is focused on sharing and promoting proven methods within the transportation industry that shorten project delivery, enhance roadway safety, and protect the environment. Dimensions spoke with Ileana Ivanciu, Dewberry vice president for environmental services and an active member of the Transportation Research Board, about how this initiative will impact the way companies and transportation agencies do business. What strategies are in the EDC toolkit?
One of EDC’s strategies that we have been involved with, “Planning and Environmental Linkages,” takes environmental, community and economic information collected early in the planning stages and carries it through project development, design, and construction to minimize duplication of effort, promote environmental stewardship, and accelerate delivery. We are also helping clients implement time-saving project delivery and construction strategies. When construction for NJDOT’s massive I-295/I-76/Route 42 Interchange gets underway in 2012, the project will include extensive prefab construction to shorten duration and traveling delays. The project also features two new Intelligent Transportation System applications designed to improve traffic flow on arterials that parallel I-295, I-76 and Route 42—enabling the arterials to function as relief valves for the freeways.
What are the positive impacts this will bring to the community?
If we can deliver projects faster, they cost less, and more funding is available for critical infrastructure improvements. Our communities will benefit from less congestion, safer roads, and cleaner air and water.
How do you foresee this changing the way we do business in transportation?
The EDC’s logo includes the words innovation, ingenuity, imagination, and invention. We entered this field because we are people who delight in developing strategies for positive change. The EDC program and its sense of urgency give the transportation industry a framework to advance our best and brightest solutions. With the genuine support of the FHWA, I see companies working faster, being more inclined to reward creativity, and, frankly, because of that, I envision we will all be attending a lot more ribbon cuttings in the near future.
