one of the most challenging post-disaster tasks facing
a municipality, potentially requiring the processing
and disposal of millions of cubic yards of vegetation
and other materials. While the U.S. Army Corps of
Engineers and the Federal Emergency Management
Agency (FEMA) can provide critical support and funding
for debris removal following Presidentially declared
disasters, the planning and management of these
operations often falls to local governments.
A detailed plan can expedite recovery and
potentially improve the opportunity for reimbursement
through FEMA's Public Assistance program. Recognizing
the need to be prepared, the City of Philadelphia's Office
of Emergency Management (OEM) recently collaborated
with the Southeastern Pennsylvania Regional Task Force
to prepare a comprehensive plan for large-scale debris
management, allowing for a rapid and well-coordinated
response in the event of a disaster.

Next, the city turned to Dewberry to perform
a capability assessment to determine if the selected
sites could handle the volume of debris generated
from an event likely to impact Philadelphia. The
application of debris volume forecast models based on
three disaster scenarios-an ice storm, a flood, and a
hurricane-provided a basis for determining site acreage
requirements. Dewberry's team assessed potential
quantities of debris that would remain the responsibility
of the city, such as debris in parks and public spaces, as
well as debris in roadways and other right-of-way areas
that might be eligible for FEMA funding. Using Esri's
ArcGIS tools, the team also examined a combination of
lidar mapping and vegetation cover data to determine
the density of vegetation and the potential for downed
trees in roadways.
