he 8th
Edition Sentencing Guidelines (8th
Edition) took effect
January 1, 2024-representing a culmination of a decadelong
comprehensive review of the guidelines (2014-2021).
These revisions involved input from current and past Commission
members, an academic review panel (2020-2021), key criminal
justice stakeholders and was guided by Pennsylvania's second
round of Justice Reinvestment Initiative (JRI-II). Based on these
efforts, in January 2022, the Commission published a working
draft of sentencing guidelines proposals in the Pennsylvania
Bulletin and held six public hearings. Following the hearings,
Commission members and staff met with stakeholder groups to
discuss the feedback and recommendations received during those
public hearings. In January 2023, the Commission published the
proposed 8th
Edition Sentencing Guidelines and held six more
public hearings. In March 2023, the Commission adopted the
guidelines, and in June 2023, approved a final document for
publication. In August 2023, the Adopted 8th

Guidelines were submitted to the General Assembly for review
by way of publication in the Pennsylvania Bulletin.1
Additionally,
a complementary suite of guidelines was adopted by the
Commission and published in the Pennsylvania Bulletin (new
resentencing guidelines and state parole recommitment ranges).2
The 8th
Edition is seen as the hub of an integrated guidelines
system that includes new resentencing guidelines for resentences
following revocations of probation, and state parole guidelines
and recommitment ranges for consideration by the Pennsylvania
Parole Board.

Edition makes significant changes to its predecessor,

Edition includes an expanded
preliminary provisions section which addresses authorization for
guidelines; descriptions of sentencing alternatives and programs,
and definitions of terms; substantial changes to the assignment
of offense gravity scores and the procedure for determining the
