MULTI-PROJECT FEATURE Computer design of the Nebraska City Station expansion project in Omaha. EPC Model Takes Center Stage at Omaha Power Project HDR, Inc. T o double the size of its existing Nebraska City Station—and to deal with the everg r o w i n g local and regional demands for reliable and high-quality electricity in the longterm—the Omaha Public Power District (OPPD) turned to HDR’s Minneapolis office to be its owner’s engin e e r (OE) for the Nebraska City Unit 2 project. When the station originally was built in the 1970s, the OPPD issued more than 100 contracts using a traditional architect-engineer design approach. This time, however, the entire $629.6million, 663-megawatt coalf i re d power plant would be constructed under one engineer/procure/construct (EPC) contract. T h ro u g h studies, preliminary engineering and collaboration with the owner, HDR helped define the project’s boundaries and the most significant items that would be required in the proposals submitted. Bidders were required to match the dimensions of the existing building at interface points, comply with specific fire protection requirem e n t s , meet emission limits and provide a redundant coal pulverizer. “The list of requirements purposely was kept short to enable bidders to be innovative and allow the details to be developed later,” says Darryl Shoemaker, senior vice president and national director of power and energy for HDR. A project design manual was developed to cover aspects not discussed in the specifications and system descriptions, and included site-specific design criteria, codes and standards, design and per f o r m a n c e requirements and disciplinespecific design needs. Challenging HDR’s design team was the need to ensure reliable delivery of electricity to consumers while maintaining the project’s budget and schedu l e . “The engineering staff dedicated to this project facilitated communication between the owners and the EPC design offices to find innovative technologies and solutions that would fulfill the OPPD’s needs and provide state-ofthe-art services to consumers,” Shoemaker says. T h e p r o j e c t ’s s u c c e s s Darryl Shoemaker depended on a mutual understanding between OPPD and HDR. Involving contractors early in the design process developed interest throughout the project, and early and favorable permitting limited the contractors’ perceptions of regulatory risk. Straightforward, open, consistent comm u n i c a t i o n bolstered the project’s credibility, and clear procurement documents and preliminary engineering helped eliminate uncertainty. “The project is a model for engineer/procure/construct contractors and the owner-OE relationship,” says Shoemaker.
