nerhass t Island, located in the middle iver, is named wealthy Iri settled
there in 1798, constructing a mansion that was the most beautiful and
extravagant of its time. Becoming the premier social attraction of the
Ohio Valley, Blennerhassett Island drew guests by the thousands. The
historical significance of the Island made the design of the proposed
bridge critical, taking care not to create a structure that would
overwhelm the landscape or cause sig- nificant damage to the Island
itself. E. L. Robinson Engineering Co. ELR , teaming with Michael Baker
Jr. Inc., was selected by West Virginia Divi- sion of Highways to provide
Hydraulic and Scour Studies for the proposed bridge over Blennerhassett
Island and the Ohio River a critical link of the Appalachian Corridor D
Project connecting US 50 in Ohio to I-77 in West Virginia. The main unit
of this bridge consists of three spans. The center span crosses
Blennerhassett Island with the end spans crossing the Ohio and West
Virginia channels of the river. The Environmental Impact Statement
prohibited the use of piers on the island. This precipitated the design of
a 3,044-ft. suspension bridge alternate to span the Island and river piers.
ELR was asked to complete the Hydraulic and Scour studies to determine the
damage to Blennerhassett Island if the piers were to be installed directly
onto the Island. The study, which utilized one-dimensional 1-D and two-
dimensional 2-D computer models, Global Positioning Systems GPS and sonar
technology allowed ELR access to a significant amount of data quickly,
therefore enabling the study to be completed in a short span of time. The
culmination of the 1-D and 2-D studies and studies by the Federal Highway
Administration FHWA showed impact on the Blennerhassett Island, regardless
of the pier location, prompting a reconsideration of the issue of
constructing permanent piers on the Island by the WVDOH, FHWA and various
other concerned environmental agencies. As a result of these studies, the
deci- sion was made to change the design of the bridge allowing permanent
piers to be added to the Island. This change resulted in an estimated cost
