The Florida Everglades is the only natural habitat of its kind on the
planet, but urban development and phosphorus-enriched stormwater runoff
from agriculture and other sources was destroying the ecosystem's native
population of plants and animals. Once a series of sawgrass prairies, tree
islands and open-water sloughs, the Everglades has lost roughly 50 percent
of the wetland habitat and more than 80 percent of the waterfowl that
depended on it. Since 1980, federal and state authorities have sought to
revive the ecosystem with the Everglades Con- struction Project. To
address the challenge, the project team designed and constructed a
26.5-square-mile stormwater treatment area the largest constructed
wetlands in the world. The stormwater treatment area was designed to
improve the quality of water entering the restored Everglades. The project
team created a unique natural management area. Complex design issues
included modeling and designing more than 20 miles of major canal and
levee sys- tems to transport water in and out of the area, performing
water quality analyses and analyzing wave and wind action over heavily
veg- etated areas in order to establish levee grades. When the work was
completed, the area contained nearly 70 miles of canals and levees, two
new pumping stations, 49 separate water control structures and five new
bridges across canals, including two multilane bridges on U.S. Highway 27.
In addition to demonstrating how large-scale wetlands can be effectively
used in quality water treat- ment, the project created a much-needed
environmental reprieve for one of the most amazing natural wonders in the
