WITH NEW ORGANIZ ATION PL AN The U.S. Army Corps of Engineers recently
announced a reorganization of its operations that would realign its
headquarters and field operations. The overhaul, called USACE 2012, calls
for headquarters staff, currently organized in four layers beneath the
chief, to regroup into eight integration teams acting as liaisons to the
agency's regional offices. One of the main concepts of the plan is the
actualization of Regional Business Centers, which involve Corps districts
working together, under the division umbrella, to operate more as a
regional unit. This concept allows us to operate in a more business-like,
efficient manner providing better products and services at a lower cost to
our customers, the American taxpayers, said Chief of Engineers Lt. General
Robert B. Flowers. The Corps also will implement the concept of
Communities of Practice, which will bring together people from within and
outside the Corps based on areas of expertise, to solve the complex
engineering problems the Corps faces in meeting the nation's needs. 1 6
