IT hAS LONG BEEN A GOAL of education in a democracy to develop citizens with the capabilities and skills to translate our democratic ideals into effective social and political action. This goal has remained constant from the urgings of Jefferson that democracy can succeed only with the educated citizen who understands “his duties to his neighbors and country” and discharges “with competence the functions confided to him by either” (Lipscomb, 1903) to such more recent statements as the president’s commission Report (1947) that articulated an educational philosophy which finds contemporary expression through emerging theories of student development and human development. unfortunately this goal continues to elude us. Our system of education has provided neither the people with an adequate understanding of democracy nor adequate training and development in applying the concepts effectively as citizens. To be sure we are taught how our system of government works, the importance of voting and being informed on both the candidates and the issues, the rightness of majority rule and the rudiments of parliamentary procedure. But few indeed are taught how to function effectively in those basic units that comprise the heart and soul of democracy, the small group or community.

STUDENTS AND DEMOCRACY
The Failure of “Participatory Democracy”
The error of the colleges during the sixties in viewing individual rights and freedoms as gifts requiring little understanding to master or training to express was compounded by the blithe assumption that democracy itself is also a natural endowment anybody can enjoy and a game anybody can play. Consequently, as the concept of in loco parentis was fading into history, colleges began acceding to student demands that they be allowed to run their own affairs and even take over the operation of residence halls. The results are pain-
