Charter
The second stage is the formation of a charter group to be the initial “body politic” with full responsibility for establishing the IDC, developing and articulating the social contract, and thus determining the initial expectations, boundaries, controls, and functions of the IDC. The charter group obtains authorization from the institution and surrounding community as needed to function as an IDC, and makes all necessary legal and business arrangements. With institutional approval, the charter group negotiates for the services of staff, including gaining a clear understanding of separate and shared areas of responsibility and authority. If the charter group comprises the total community it would hold a series of meetings to work out the details of the social contract and make initial decisions on organization and actions. If the charter group will add new members, then provision must be made for recruitment and inclusion.
The moment IDC becomes the intention of one or more persons it enters the nuclear stage, the purpose of which is to form a nuclear group which will design the IDC, determine its nature and scope, time-frame, membership, objectives, and the human and material resources needed; develop a general plan of action; and take specific steps to establish a charter group.
Inclusion
There are two phases of inclusion: (1) orientation processes that help the member feel generally comfortable and at home in the new community environment, and (2) formation of primary groups to meet individual security and belongingness needs.
Integration
This is the “getting it together” stage. Once members begin to feel they belong and are a part of the community, work begins on functioning as a total IDC. Kinks in the social contract are ironed out. Organizational adjustments are made to accommodate new developments and new perspectives.
