FINDINGS
Institutional Characteristics of Respondents
The majority of respondents were from public (63.5%) and four-year (96.3%) institutions. Institutional enrollments varied, with 31.6% of responding institutions having fewer than 5,000 students (based on the headcount of undergraduate and graduate enrollment on the main campus). Other institutions with enrollment between 5,001 and 20,000 students and 20,001 or more students responded at a rate of 43.9% and 24.6%, respectively. On-campus housing capacity also varied among respondents, with 34.9% having a capacity of 1,500 students or fewer. Of the other campuses, 55.0% had a capacity for 1,500 to 3,500 students, 10.4% had a capacity for 3,501 to 5,500 students, and 19.2% had a capacity for 5,501 students or more. Slightly more than half (55.7%) of all respondents stated that certain students were required to live on campus. Of these institutions, 82.4% required freshmen to live on campus, 41.2% required sophomores to do so, and 8.8% required all students to live on campus.

In order to increase accessibility and to provide for the most accurate reporting possible, the survey was converted to an online format . It was expanded under the guidance of a team of 20 chief housing officer advisors to include several additional sections, enhancing the breadth of information collected. Forty-two institutions were invited to participate in a pilot test of the revised survey in the spring of 2003.

Facilities Planning Initiatives
Respondents reported on any construction— both new construction and renovation—of residential facilities on institutional property, regardless of who was constructing or paying for the project, completed from the beginning of the Winter 2006 term through the end of the Fall 2007 term. New construction was defined as projects that establish new residential facilities, whereas renovation was defined as projects that improve existing facilities, including anything from cosmetic improvements to total rehabilitation.

Responses were fairly evenly distributed, with 28% completing new construction projects and 53% completing renovation projects (including 15% completing both construction and renovation projects), while 34% reported not completing any construction or renovation projects. Additionally, 88.8% of respondents stated that they were planning to initiate one or more construction and/or renovation projects within the next five years. The majority of respondents (77%) indicated that their institution currently had a campuswide master plan and/or strategic plan that included construction and/or renovation plans for residential facilities. In addition to this campuswide plan, just over half of respondents (52.3%) indicated that they had a separate housing master plan that articulated construction and/or renovation plans for residential facilities.
