In a 1985 national survey designed to assess
the professional preparation and sources of
training for chief housing officers, Taguding found on-the-job training to be the most
common source of training for the respondents when compared to undergraduate and
graduate school and workshops and seminars.
This finding has two implications: on-the-job
training can be a stressful manner in which to
learn job responsibilities; and job changes are
based more often on current experiences rather
than on intentional planning. A professional
development plan, which identifies skills and
competencies an individual wants to develop
or enhance, can be quite useful, particularly
in areas not covered by a current position. Carpenter and Miller (1981) suggest that a coherent, consistent overall plan involving activities
appropriate for various levels of professional
growth would assist an individual in choosing
to attend workshops or seminars. For example,

Piper and Fullerton (1985) concluded in
their study that "development of job knowledge and task competence, coupled with an
understanding of broader professional and
institutional issues and perspectives, may
promote transition into post-entry-level positions" (p. 567). Other studies, which focus on
job-related competencies, provide helpful listings from which a professional development
plan may be designed (Jahr, 1990; Ostroth,
1981; Scher & Barr, 1979; Taguding, 1985).
The desire to develop a comprehensive list
of competencies required by housing professionals served as a catalyst for the 1990 national survey of chief housing officers discussed
below. Results from the survey have been
used in a national training institute that provides housing professionals the opportunity to
design a personal career development plan.
