may not want to enforce "no tolerance"
policies, as that would counter their
mission of access for all. Professionals
who work at smaller schools are more
likely to interact frequently with students and thus have an opportunity to
develop a relationship with a student
going through the conduct process,
while those at larger campuses may
only have one brief interaction with
those involved. Even campus occu-
pancy rates can influence conduct
decisions; a housing department with
a waiting list of students who need a
room may be more strict with their
conduct violation tolerance and may
be more likely to remove a student
from the residence halls permanently.
Both the conduct philosophy and
the specific policies and practices of
the conduct process are worthless if
staff are not committed to complying
with them. One of the biggest mistakes that staff make is to allow their
own personal philosophy to override
campus policies. Understanding and
adhering to the conduct philosophy
helps to ensure consistency throughout the system. Michelle Boettcher, assistant professor of higher education,
student affairs at Clemson University
in South Carolina, noticed how, when
she was a hall director, different
conduct officers could create different
experiences for students. "As a hall
director at institutions where there
were lots of hearing officers across
campus, I had concerns about fairness
from one hearing officer to the next.
It's tough to have systemic adherence
to a conduct philosophy when you
have more than 20 hearing officers
managing different communities. No
matter where conduct is adjudicated, it
is helpful to focus on the institutional
mission to ensure all groups are adhering to a similar conduct philosophy."
This responsibility to enforce specific policies and champion the overall
conduct philosophy will fall to almost
every housing and conduct staff member on campus, since they are charged
with holding students accountable to
campus rules, policies, and expectations. Student conduct administrators
are employed by departments with
a varying set of names, including
