A Primer on Payroll in Canada Service Canada has a large number of resources on its website related to the ROE Web. These include three sections on general information; technical specification and additional information. BLOCK-BY-BLOCK INSTRUCTIONS Block 1 - Serial number Paper ROE forms come with a pre-printed serial number and it will appear in this box. The employer must keep a record of serial numbers of all completed and/or void or destroyed paper forms for six years. ROE Web assigns a serial number to each ROE as soon as it is considered submitted successfully to Service Canada. There is no need to keep a record of serial numbers however it could be helpful if an amendment is required at a later date. Block 2 - Serial number of ROE amended or replaced Employers are required to complete Block 2 with an original serial number if an ROE is amended or correction information is required for a previously issued ROE. The whole form must be completed again including the amended or corrected information. ROE Web will perform a cross check of the SIN and serial number entered on the amended ROE form to ensure the fields match the original ROE. Block 3 - Employer's payroll reference number (optional) Employers can use employee numbers or any other reference of their choice to help identify the employee within the payroll records. Block 4 - Employer's name and address Enter the employer's name and address as it appears on the CRA PD7A remittance form (The employer's postal code is entered in Block 7). Block 5 - CRA Business Number (Payroll Account Number) Enter the payroll account number used to report employee EI premiums to the CRA. In instances where multiple payroll account numbers are used to report payroll source deductions, ensure that the correct payroll account number is entered in Block 5. The payroll account number consists of nine numbers followed by RP and an additional four numbers. Remember to enter the entire 15 characters. This block and Block 8 - Employee's Social Insurance Number cannot be equal. Block 6 - Pay period type The pay period type must be entered here. There are five standard pay periods frequencies: weekly, biweekly, semi-monthly, monthly, or 13 pay periods a year. If pay period frequency is non-standard that must be indicated within this block. Example: semimonthly or monthly pay periods that do not end on the 15th or last day of the month.
