HANEBERG

William C. Haneberg has joined Fugro GeoConsulting Inc., where he will
apply his quantitative geoscience expertise
to enhance the company's integrated
geoscience and geotechnical engineering
services.
Previously, he held the position of
assistant director and senior engineering
geologist with the New Mexico Bureau
of Geology and Mineral Resources;
worked as a petroleum geologist; and
taught geology and geological engineering
as an adjunct professor at the University
of Cincinnati, Portland State University,
and the New Mexico Institute of Mining
and Technology. He received a Ph.D.
from the University of Cincinnati with
an emphasis on geomechanics, engineering geology and hydrogeology.
He spent 2011 as the Richard H.
Jahns Distinguished Lecturer in Engineering Geology, sponsored by the American Association of Environmental and
Engineering Geologists and Geological
Society of America. In 2006, he received
the AEG Claire P. Holdredge Award for
his book, Computational Geosciences
with Mathematica.

The National Petrochemical & Refiners Association has hired a general
counsel and promoted two NPRA senior
directors to vice president.
Rich Moskowitz, vice president and
regulatory affairs counsel for the American Trucking Association, has become
NPRA general counsel, while NPRA
Senior Director for Advocacy Brendan
Williams and NPRA Senior Director
for Regulatory Affairs David Friedman
have been promoted to vice presidents
of the departments they now head.
Moskowitz has 15 years of experience
representing trade associations. He held
his position for the ATA since 2000,

before which he practiced law with Beveridge & Diamond, and served as general
counsel to the Wellesley Group and to
the National Solid Wastes Management
Association.
Williams joined NPRA in 2007. He
spent seven years on Capitol Hill as a
congressional staffer, primarily focusing
on energy and environmental policies.
Friedman has been with NPRA since
2004. Before that, he worked for ExxonMobil, the American Forest & Paper
Association, Association of American
Railroads, and Interstate Natural Gas
Association of America.

Dover subsidiary OPW Fluid Transfer
Group has named Ross Pliska vice president of its transportation business unit,
which markets Civacon, Knappco, Sure
Seal, Hiltap, OPW Engineered Systems
and Midland brand products.
Previously, Pliska was vice president
of international sales for Dover's Norris
Production Solutions. He joined Dover
in 2003 as a manufacturing/applications
engineer for Alberta Oil Tool, where
he also served as technical services
manager and vice president of sales
and engineering. He has a B.S. in mechanical engineering from the University
of Alberta and an M.B.A. from the
University of Tennessee.

Texas Alliance of Energy Producers
Senior Vice President and Foundation
for Energy Education President Pat
French is being honored for his contributions to the oil and gas industry.
French, who has worked for the Alliance since 2000, is being lauded as
one of 48 industry legends by Oil and
Gas Investor magazine. He is a Vietnam
veteran and graduate of the University
of Maryland. He has worked for the Republican National Committee and the
U.S. Chamber of Commerce, and has
performed consulting work for the American Gas Association and the Independent
Petroleum Association of America. ❒
The Independent Petroleum Association of America has made Matthew
Kellogg the latest addition to its government relations team. His primary re-

sponsibility will be legislative and regulatory issues surrounding Marcellus Shale
development. He also will serve as a
legal adviser on environment and tax
policy.
Kellogg is a former legislative assistant
in the office of U.S. Representative Tom
Reed, R-N.Y., where he was the head
staff member of the Marcellus Shale
caucus. He earned a law degree from
Albany Law School.

Z-Terra Inc. has appointed Nicolay
Tanushev its chief scientist, a position
in which he will provide senior technical
expertise and guidance to the company's
clients, direct Z-Terra's technology team,
and set the direction for continuing ZTerra's technological advances.
Tanushev comes to Z-Terra from the
Department of Mathematics at the University of Texas at Austin, where he
was a postdoctoral fellow and lecturer.
His research experience includes the
California Institute of Technology's
physics department, Lawrence Livermore
National Laboratory's chemistry and
materials science department, and the
University of California, Los Angeles,
mathematics department. He earned a
Ph.D. and an M.A. in mathematics from
UCLA. He also holds a B.S. with honors
in applied and computational mathematics from Cal Tech.

Reservoir Group has appointed Dan
Skibinski managing director, Omega
Well Monitoring, Americas, where he
will be responsible for all facets of North
and South American sales, technology
and manufacturing.
Prior to his appointment at Reservoir
Group, Skibinski was the business development manager at Weatherford International and was responsible for the
sales of four product lines. He also has
served as division vice president of operations for Innovative Chemical Technologies Canada, and held positions with
Secure Oil Tools, Baker Petrolite,
Welchem Canada Ltd. and Amoco Canada Petroleum Co. Ltd. He received a degree in hydrocarbon engineering technology from the Northern Alberta Institute
of Technology.
