its project will have three trains with the
capability to liquefy more than 2.0 Bcf/d,
and will include two marine berths to accommodate the largest LNG carriers. The
initial phase of construction began in the
first quarter, and Golden Pass is expected
to be fully operational by 2024.
Several other LNG projects are in
various stages preceding final investment
decisions, including Tellurian's Driftwood in Calcasieu Parish, La., which
the company says received a final environmental impact statement from the
Federal Energy Regulatory Commission
in January. Driftwood would have an
export capacity of 27.6 mtpa (3.63
Bcf/d). Sempra Energy's Port Arthur
terminal in Texas also received a final
EIS from FERC in January. The project
includes two liquefaction trains with a
capacity of 13.5 mtpa (1.8 Bcf/d).
Three LNG export projects expected
to receive a final EIS in the second
quarter are NextDecade's Rio Grande
project on the Brownsville Ship Channel
in Cameron County, Venture Global's
Plaquemines terminal in Louisiana, and
Annova LNG's Brownsville project. Other
projects that had received FERC approval
but not yet reached FIDs as of late March
included Train 6 at Cheniere's Sabine
Pass, Energy Transfer's Lake Charles
LNG terminal, and Magnolia LNG's terminal near Lake Charles.

Figure 3A shows U.S. NGL export
volumes. The United States ranks as the
world's No. 1 propane exporter, sending
out as much as 1.25 MMbbl/d of propane
and propylene, EIA data show. In January,
U.S. shippers exported 1.0 MMbbl/d,
which was three times the level of December 2013. Most of the LPG cargoes
depart from the Gulf Coast aboard very
large gas carriers (VLGCs) with the capacity to transport at least 550,000 barrels,
and EIA says the shipments are going
primarily to petrochemical plants in Japan,
China, South Korea and Singapore.
The United States also is expanding
its standing as the world's leading ethane
supplier, according to EIA. U.S. exports
increased from virtually zero in 2013 to
average 260,000 bbl/d through the first
10 months of 2018, accounting for about
one-sixth of U.S. hydrocarbon gas liquids
exports, the agency states.
