what we have in Kentucky that will encourage growth and enhance economic
development, which we have talked about
for a long time."
KOGA members are fortunate because
the state legislature and public officials
understand the importance of the fossil
fuel industry to the state, Watts says.
Members also have enjoyed support on
the federal level under the Trump administration, which has reduced what KOGA
considers to be over-regulation by the
previous administration, he says.
However, KOGA continues to push
for changes in Clean Air Act Subpart
OOOOa methane emission regulations
enacted during the Obama presidency,
which failed, Watts and Hughes insist, to
consider how the rules adversely impacted
smaller operators whose emissions were
comparatively marginal.
"We hope the momentum toward deregulation (on the federal level) continues,
but we certainly wonder where this is
going," Hughes says. "Even though it
may not change in a hurry, we are seeing
some states change their regulations and
their outlooks on the industry."
Annual Meeting
Among the highlights of KOGA's annual convention, Watts says, is a tentative
keynote address by Skip Elliott, administrator of the U.S. Pipeline and Hazardous
Materials Safety Administration.
Elliott is scheduled to speak at the
awards luncheon on Tuesday, June 11.
Technical and general session topics that
day, Watts says, include presentations on
Kentucky exploration and development,
a discussion of mineral rights, a report
on HB 199 and an overview of how the
state's sales and use tax is applied to oil
and gas operations.
The convention begins with exhibitor
move-in from noon to 4 p.m. on Sunday,
June 9. Activities on June 10 include a
board meeting from 1 to 4 p.m., followed
by a welcome reception from 5 to 6:30
p.m.
The convention's final day begins with
an exhibitor spotlight breakfast from 8 to
9 a.m., followed by technical sessions,
the awards luncheon and the afternoon
general sessions, according to Watts. An
exhibitor closing reception is scheduled
from 5 to 6 p.m.

MULTIPLE STAGE
CEMENTING COLLAR
This tool is used to effectively cement upper
sections of the casing string after displacing
cement around the lower section. The tool provides a means of opening and closing port
holes for cement displacement and positive
containment of the cement after displacement.
All internal parts are easily drilled, and are
firmly held from rotating during drilling. The
port closing sleeve is positively locked in
position after cementing.
When running the collar, it is advisable to place
a casing centralizer above and below and to
run a cementing basket below the cementing
ports. After running the collar to setting depth,
the lower section is cemented in the conventional
manner except the cement is displaced with
the flexible cementing plug furnished with the
collar. This is bumped against the shut-off
baffle which is also furnished. A slight pressure
build-up of 300-400 psi will assure plug is
seated in baffle. The port holes in the multiple
stage cementing collar are opened for doing
the second stage by dropping the trip bomb
and applying approximately 800-1000 psi pressure. The second stage is displaced with the
closing plug which is also furnished with the
tool. When the closing plug bumps approximately
800-1000 psi pressure will close the port holes.
