serves as operations manager of Hurricane
Services in Garnet, Ks., and vice president
of McGown Drilling Inc. in Mound City,
Ks. "Chris is third-generation oil, with a
grandfather and father who were pioneers
in this area's oil business," Eberhart describes. "He is a rock star who is well
qualified to do just about anything in this
business. I highly respect his opinion when
he works for us at Hurricane. He also has
been a huge contributor to EKOGA newsletters. Chris is well qualified and ready to
take the lead in September."
Palace echoes Eberhart's high praise
of the incoming president, while also
lauding the qualities of the outgoing one.
"Rob was the right guy to put together
a new program and association management plan," he insists. "He is meticulous
in key areas and has been on every EKOGA committee. He brings a marketing
perspective to things.
"Chris is a very sharp young man who
is not afraid to testify in front of a legislative committee," Palace continues.
"He will help the association succeed,
just as Rob has. Chris is a great guy to be
the next in line to direct the association
in a way that makes it stronger. Both
men are willing to do whatever it takes
to make things happen."
According to Palace, EKOGA's annual

meeting will kick off on Tuesday, Sept.
10, with educational seminars. The trade
show will open the following day and
will feature more than 30 vendors and
scheduled remarks from the Kansas Corporation Commission, Kansas Department
of Revenue's Office of Property Valuation,
and the Office of Mineral and Estate Tax
during the membership meeting. That
evening's banquet will feature keynote
speaker Major Edward Pulido, and EKOGA's annual "Anything Goes" auction.
The convention's final day, Thursday,
Sept. 12, consists of a golf tournament at
Prairie Band's Fire Keeper course.
As he considers the annual meeting,
Eberhart admits his favorite activity does
not appear as a specific item on the schedule. "Honestly, it is networking among
peers and getting face time with regulators,
service companies and operators, just
trying to learn from each other and figuring
out what other people are doing and what
is working for them," he says.
"We will have good speakers with
helpful and interesting information, but
putting 300 or so people from this industry
together will mean a ton of networking,"
Palace agrees. "This association, more
than other trade groups of which I am a
part, loves networking. These people like
to be together."

GPAC's recommendation, but must justify
any departure," IPAA advises, adding, "A
number of the proposed requirements are
unlikely to pass a cost/benefit analysis."
Gathering Versus Production
Meanwhile, IPAA goes on, industry
groups are continuing to work on American
Petroleum Institute Recommended Practice
1182, which defines large-diameter (12.75inches and greater) rural gathering subject
to regulation. "With modifications, RP
1182 could encompass industry practices
for 8.0-inch lines (i.e., line markers, participation in one-call)," IPAA says.
With regard to RP 80, which defines
the end of production-which is exempt
from federal pipeline regulations-and the
start of gathering, IPAA reports GPAC first
voted-in agreement with PHMSA's proposal-to leave its definitions intact, "pending
ongoing review to clarify some aspects opposed by state regulators." GPAC also voted
to require all gathering operators to file
annual and incident reports with PHMSA.
IPAA says PHMSA has not put forth
the format for the annual report, but is
aiming for ease to encourage operators
to comply.

"Reporting was to have been the critical
component for whether GPAC would
move further on regulating the smaller
diameter gathering lines," IPAA says.
"(IPAA's Pipeline Safety Task Force) had
argued that in providing this data, we
could demonstrate the safety of rural
gathering. However, GPAC chose not to
wait on data to make its recommendations
for lines 8.625 inches and greater."
Elsewhere, IPAA mentions, the U.S.
House of Representatives' committees with
jurisdiction over reauthorizing the Pipeline
Safety Act have included in draft language
a mandate to regulate 8.0-inch gathering
lines and to eliminate cost/benefit and risk
assessments associated with rule makings.
"To gain consensus, even within the
House, these more far-reaching proposals
may not be included in the bill eventually
marked up," the association surmises. "In
fact, the push for greater regulation from
GPAC may prompt Congress to allow
the regulatory process to proceed at PHMSA. However, the draft language demonstrates the growing focus on pipeline
safety and the effort to encompass even
smaller diameter, lower pressure rural
gathering lines."
