Biden Lifts Sanctions
On Oil From Venezuela
WASHINGTON-The Biden
administration has lifted key economic
sanctions against Venezuela, including
that country's crude oil exports, as part
of an agreement with Venezuelan
President Nicolas Maduro. Press
accounts note that the United States
imposed the sanctions in 2019 after
Venezuela's 2018 disputed presidential
election, when Maduro refused to cede
power to opposition leader Juan Guaido.
An Oct. 18 document from the U.S.
Department of Treasury describes the
political agreement with Maduro's
representatives as part of the Biden
administration's effort to support the
peaceful restoration of democracy,
competitive elections and respect for
Venezuelans' rights and freedoms.
" In line with this policy, and in
recognition of the concrete steps taken,
the United States is authorizing certain
transactions that would otherwise be
prohibited pursuant to the Venezuela
sanctions program, " the document says.
" The U.S. government retains the
authority to rescind authorizations
should the representatives of Maduro
fail to follow through on their
commitments, and all other sanctions
prohibitions imposed by the United
States with respect to Venezuela,
including on the government of
Venezuela, remain in place. "
Along with authorizing certain
suspended measures that pertain to
Venezuela's oil and gas sector
operations, the agreement suspends
certain sanctions on Venezuela's gold
sector and allows purchases in the
secondary market of certain Venezuelan
sovereign bonds and equity.
The Treasury Department's Office
of Foreign Assets Control indicates it
has issued a general license that
includes the sale of oil and gas from
Venezuela to the United States and
other jurisdictions, as well as payment
of taxes, royalties, costs, fees,
dividends and profits related to oil and
gas sector operations or transactions
involving national oil company
Petróleos de Venezuela S.A. The
transactions are authorized through
April 18, 2024, the administration
says, and will remain as such only if
Maduro's government meets its
commitments to continue taking
concrete steps toward a democratic
election by the end of 2024.
The administration's move drew fire
from numerous U.S. policymakers,
including senators John Barasso, RWy.,
Marco Rubio, R-Fl. and Joe
Manchin, D-W.V., who characterize the
decision as an attempt to shield U.S.
consumers from the consequences of
Biden's policies to frustrate U.S. oil
and gas production.
" On the heels of announcing the
smallest five-year offshore oil and gas
leasing plan in decades, this
administration is turning to Venezuela
. . . one of the world's dirtiest energy
producers and an oppressor of its own
people, to help make up the production
that (it refuses) to allow in America, "
Manchin laments. " I understand that
the administration believes this will
encourage Venezuela to make
democratic reforms. That has been
tried, and we have failed before. It
makes no sense at all to reward bad
actors before they actually take the
action you want. We tried that with
Iran, and now here we are with
Venezuela. " ❒
Biden's CRA Vetoes
Elude Override Effort
WASHINGTON-An attempt to
override President Biden's veto of a
Congressional Review Act resolution to
halt a federal Endangered Species Act
listing for the lesser prairie chicken
(LPC) has fallen 20 votes short of the
necessary two-thirds U.S. Senate
majority. The Senate also failed to
override a measure to delist the northern
long-eared bat.
The LPC's habitat extends
throughout portions of Texas,
Oklahoma, New Mexico, Kansas and
Colorado. Although oil and gas groups
such as the Permian Basin Petroleum
Association expressed hope that Biden
would sign the resolution, they also
acknowledged it was unlikely (AOGR,
October 2023, pg. 142).
Senator Roger Marshall, R-Ks., who
sponsored SJ Res. 9 to nullify the bird's
listing, has criticized Biden's veto, and
says the ESA listing will weaken U.S.
food and energy output. " No one wants
the LPC to go extinct, but a designation
of the LPC as endangered will likely do
nothing to grow its population, "
Marshall maintains. " In fact, less than
2% of all species listed under ESA
protection have been removed from the
list since its creation in 1973.
" In the past, we have featured
several producers and partnerships
who have made great strides in saving
the LPC and wildlife across the state, "
the senator adds. " Their efforts
deserve celebration and further prove
that public-private partnerships, not
federal overreach, will be what saves
the LPC. " ❒
FERC OKs GTN Xpress,
Louisiana LNG Terminal
WASHINGTON-At its Oct. 19
meeting, the Federal Energy Regulatory
Commission approved some
infrastructure proposals that have drawn
fire from oil and natural gas opponents.
One such proposal, the GTN Xpress
project, seeks to expand a 1,377-mile
pipeline that originates at the Canadian
border and runs through portions of
Idaho, Washington and Oregon, where it
connects with a pipeline that extends
into California.
According to FERC documents,
developers sought authorization to
install, construct, modify and operate
natural gas compression facilities at
compressor stations in Kootenai
County, Id., Walla Walla County, Wa.,
and Sherman County, Or., to enable
GTN to provide an additional 150,000
dekatherms a day (about 147 million
cubic feet of gas a day) of firm
transportation service on its mainline
system.
Environmental groups and elected
officials, including Washington
Governor Jay Inslee and senators Jeff
Merkley, D-Or., Patty Murray, D-Wa.,
Ron Wyden, D-Or., and Maria
Cantwell, D-Wa., urged FERC to
reject the project on climate grounds,
press accounts note. However, FERC
Acting Chairman Willie Phillips told
reporters the commission's
environmental review determined the
project would not " significantly
increase greenhouse gas emissions. "
FERC also authorized Venture
Global LNG's project in Louisiana,
which aims to ship 20 million metric
tons of LNG a year.
Anti-development groups and state
authorities indicate they are
investigating litigation options to halt
the projects. ❒
