DOI Revives Limits On
28 Million Alaska Acres
WASHINGTON-Nullifying a
move from the final days of the Trump
administration, U.S. Secretary of the
Interior Deb Haaland has finalized a
decision to retain protections for 28
million acres of public lands across
Alaska. A DOI press release claims
the previous administration's plan to
relax these protections failed to
adequately analyze potential impacts
on subsistence hunting and fishing
and important resources, conduct
sufficient tribal consultation or meet
other legal requirements.
" This sweeping action would have
opened millions of acres of public
lands to extractive development
activities, such as mining and oil and
gas drilling, and removed the federal
subsistence priority from millions of
acres, " DOI claims.
" Tribal consultation must be treated
as a requirement-not an option-
when the federal government is
making decisions that could
irrevocably affect tribal communities, "
Haaland states. " Continuing these
essential protections, which have been
in place for decades, will ensure
continued access and use of these
public lands now and in the future. "
According to DOI, the U.S. Bureau
of Land Management analyzed a set of
alternatives and determined that
revoking any of the protections was
likely to harm certain subsistence
hunting and fishing in communities.
The analysis also found that lifting all
or even some of the withdrawals could
harm wildlife, vegetation and
permafrost.
The department says the relevant
acreage stretches across BLM's Bay,
Bering Sea-Western Interior, East
Alaska, Kobuk-Seward Peninsula and
Ring of Fire planning areas. ❒
PHMSA Takes Step To
Speed Pipeline Repair
WASHINGTON-The Department
of Transportation's Pipeline and
Hazardous Materials Safety
Administration is unveiling what it calls
a new, streamlined federal environmental
review process for communities to fix
older natural gas pipes.
PHMSA Deputy Administrator
Tristan Brown points out that the
Bipartisan Infrastructure Law includes
funds to maintain some of the
country's oldest pipelines. " We are
streamlining the environmental review
process for communities to quickly
undertake these necessary repairs that
will reduce environmental impacts
without taking months, or even years,
for approval, " he says.
According to PHMSA, the National
Environmental Policy Act allows a
federal agency to " adopt a categorical
exclusion listed in another agency's
NEPA procedures for a category of
proposed agency actions for which the
