CLEARANCE DELIVERY UPDATE
As of June 20, pilots can call Air Route Traffic Control Center (ARTCC) Flight Data
Units or an approach control facility to obtain or cancel an IFR clearance at publicand private-use airports. Phone numbers for clearance delivery are published in the
communications section of the entry for each airport in the U.S. Chart Supplement.
HAZARDOUS INFLIGHT WEATHER ADVISORY SERVICE SUNSETS
Flight Service will discontinue the Hazardous Inflight Weather Advisory Service
(HIWAS) in the contiguous United States later this year. HIWAS is a continuous
recording of inflight weather advisories broadcast over a limited network of VORs
that provide pilots with meteorological information related to hazardous weather.
Look for the final policy notice in the Federal Register, which is expected by
September 30, 2019. Email questions to 9-AWA-ATO-SYSOPS-FS@faa.gov.
TSA UPGRADES ALIEN FLIGHT STUDENT PROGRAM WEB PORTAL
The upgrade provides a modern 'look and feel' and improved security, navigation,
document upload capability, and other updated features. The related Application
Guides and Frequently Asked Questions have also been revised.

NEW ATP STANDARDS
Effective June 28, the FAA and industry partners took another step toward
improving the pilot certification process. The revised Airline Transport Pilot
(ATP) certification and type rating issuance will now align more closely with the
knowledge pilots must have to fly safely.

LYCOMING ENGINES SAIB
A new FAA Special Airworthiness Information Bulletin (SAIB) alerts owners,
operators, and certified repair facilities that all Lycoming Engines equipped with
certain Parallel Valve Cylinders and Head Assemblies, which were shipped from
Lycoming between September 1, 2013 and April 30, 2015, have experienced cracking
in service. The SAIB stops short of an airworthiness directive to enforce replacement
of these cylinders. The suspect cylinders were the subject of a Mandatory Service
Bulletin (MSB) in October 2018. For more details, see SAIB NE-19-08.
