TEACHING THE LAW
Actually, a good case can be made for teaching the regulations first and
using them as a segue into the whole facts and fear thing. But in either
case, no lesson on collision avoidance is complete without visiting FAR
91.113(b)'s " see and avoid " requirement; something all too often buried
under the right-of-way rules that follow.
One nice thing about this regulation is that it's about as close to plain
English as the regs get, so you could use them as a springboard for
discussion. Have your learners read the regulation out loud, and then ask
what they think " vigilance as to see and avoid other aircraft " means, and
why they think that might be necessary.

TEACHING THE TECHNIQUES
Of course, to see and avoid, your students must first learn to see the airplane
way. As a CFI, you've been on the lookout for other traffic so long you might
have forgotten that the staccato method for effectively spotting traffic isn't
the same " sweeping " method humans generally use to scan for threats; and
on top of that, the targets that most need to be seen are small and do not
appear to move. So, you need to teach all of that.
HAVE YOUR LEARNERS READ THE REGULATION OUT LOUD, AND THEN
ASK WHAT THEY THINK " VIGILANCE AS TO SEE AND AVOID OTHER
AIRCRAFT " MEANS, AND WHY THEY THINK THAT MIGHT BE NECESSARY.
