AS AN IFR STUDENT, CAN I GET STABILIZED BEFORE STARTING A
MANEUVER? I WAS NOT ALLOWED TO DO THIS ON MY PRIVATE
PILOT CHECKRIDE.
Getting stabilized is something that any applicant should be allowed
to do on any practical test. A pre-maneuver setup is allowed and
should include getting established at an appropriate altitude, in a clear area,
and clear of potentially conflicting traffic. That said, it shouldn't take 20
minutes to do that in most cases. There is a balance here between not being
able to get stabilized because of a skill weakness in that area and needing to
get to a place where you can get stabilized.
When it comes to an instrument practical test, it is going to be up to you to get
and stay stabilized. On an instrument practical test, you should assume that you
will need to take off and stay within IFR standards-and in compliance with IFR
operating environments-throughout the flight, and without breaks between
" maneuvers " (the approaches and navigation between them).

WHAT ARE THE STEPS OF A GOOD WEATHER BRIEFING?
A
The FAA says a pilot needs to " become familiar with all
available information concerning that flight. " That's pretty
vague and all encompassing, and it means a pilot will need to be able to
weed out extraneous information about a flight so as to not have to look at
the weather in Timbuktu to make a flight from Chicago to Memphis. This
is a skill a CFI needs to work on with their students as they train. I have
seen too many practical test applicants come to tests having only looked at
the local METAR and TAF for the airport at which we are flying.
But I also may not expect you to look at the prog chart seven days out
when you have no intention of flying then. That said, I might give you
a scenario where I say, " I want to fly from point A to point B sometime
this week, what day would be best to do it? " That would be a good
opportunity to demonstrate some ability to consider longer-term
weather forecasting tools.
