RESEARCHERS STUDY CLOSE ENCOUNTERS
BETWEEN AIRPLANES AND DRONES
Researchers have developed a new way to accurately count
and objectively analyze close encounters between drones
and airplanes-without depending solely on pilot sightings.
In a peer-reviewed study published by the Society of
Automotive Engineers in the SAE International Journal
of Aerospace, researchers looked at more than 1.8 million
piloted aircraft operations and nearly 460,000 flights by
small unmanned aerial systems (sUAS) around Dallas-Fort

SHOW IN WISCONSIN

at the Oklahoma Aeronautics Commission, said the AOPA
You Can Fly curriculum is offered free to schools, and
schools in Oklahoma are using it to build extraordinary
aviation programs. " I think that the students from Ada High
School that spoke to the impact that the AOPA curriculum
has had on their career choices are representative of
thousands of students across the country that are
benefiting from the AOPA " You Can Fly " High School
Aviation Curriculum. In many cases, the curriculum has
changed the trajectory of these students' lives, " she said.

FAA UPDATES PILOT'S HANDBOOK OF
AERONAUTICAL KNOWLEDGE
The FAA has recently updated the Pilot's Handbook of
Aeronautical Knowledge. Instructors and students are
advised to update their study activities to the new edition.
Download the updated handbook and share it with your
instructors and students.
rulemaking overhauling aviation maintenance technician
school and testing regulations under FAR Parts 65 and 147.
As a component of this overhaul, the agency is replacing the
practical test standards (PTS) with airman certification
standards (ACS), as the basis for obtaining maintenance

NTSB CHAIR SAYS LEARNING TO FLY 'IS EXPENSIVE'
Learning to fly is expensive, attests NTSB Chair Jennifer
Homendy, who is working toward a private pilot's license.
" I've been really focused on trying to get kids and women
in aviation-it's expensive, " Homendy said, speaking
July 25 at EAA AirVenture Oshkosh. During a wideranging
conversation with Richard McSpadden, Aircraft
Owners and Pilots Association Air Safety Institute
senior vice president, she described the aviation safety
recommendations she feels most strongly about and the
NTSB's efforts to reduce the amount of time it takes to

FAA NOTICE ADDRESSES CHANGES IN MAINTENANCE
CERTIFICATION TESTS
FAA Notice 8900.66 outlines the requirements of agency
personnel responsible for monitoring, conducting, and
overseeing revised certification testing procedures for
aviation maintenance technicians. The FAA issued its final

SCHOLARSHIP RECIPIENTS
Awards for AOPA scholarship recipients range
from $250 to $20,000, with an average scholarship
amount of approximately $9,000. Scholarships are
allocated to help recipients pursue pilot, aviation
maintenance, and aerospace careers; cover the cost of
flight training; and provide funds for advanced ratings
and certificates. The 2023 awards include the largest
group of recipients and the most scholarship funds
