DECIDING TO GO AROUND
I am a 30,000 hour instructor/former pilot examiner and
author of "I Must Fly!" Pilots trained to "reconfigure" their
aircraft before applying power on a go-around inevitably
were trained on long runways where they could afford the
waste of time and takeoff area. They inevitably retracted
the flaps first on a surprise go-around command near the
ground causing a flight test failure with an inadvertent
ground contact. The procedure should be the same on the
ground as in the air (with some exceptions). One instructor
told me that if his student gave his Cessna full power with
full flaps on the ground it would "pull him right off the
runway." What is wrong with this picture-what if he should
bounce? How about max power, carb heat off, half flaps,
leave ground (if on the ground), accelerate to Vy, retract
flaps, and climb out. At any rate, all aircraft should be clean
to achieve Vy before attempting to climb.

WHAT'S ON YOUR MIND?
I thought the plain language of FAR 61.56(e) does say
that if a pilot completes a phase of the pilot proficiency
program, it counts as a "flight review." There are usually
three hours of flying involved in completing each WINGS
phase, but I believe completing the WINGS phase
substitutes as a flight review-both the one-hour flight
and one hour of ground instruction. Do you agree?

You're absolutely right. I worded it incorrectly. A PHASE
(because it includes time with an instructor) DOES count
as a flight review.
