SETTING PERSONAL MINIMUMS (AND ADHERING TO THEM)
IS OUR BEST WAY TO MITIGATE THE RISKS ASSOCIATED WITH
LOW TIME IN TYPE, LOW TIME IN ACTUAL INSTRUMENT
CONDITIONS, FATIGUE, OR STRESS.

100 hours in type, they often have to increase approach minimums
and can't be paired with another crewmember also low time in
type. Air carriers also have rules for required crew duty and rest
requirements to try to mitigate risks associated with fatigue. In
general aviation, it is up to the individual pilot to make some
of these judgment calls. If the pilot in the accident above had
considered the fatigue that he was certainly feeling along with
the risks of flying on an extremely dark night with few visual
references, he might have decided differently. Setting personal
minimums (and adhering to them) is our best way to mitigate
the risks associated with low time in type, low time in actual
instrument conditions, fatigue, or stress.
There are several memory aids such as the acronym PAVE (Pilot,
Aircraft, EnVironment, and External Pressures) to help us learn
about personal minimums. Another tool is the FAA's PAVE

checklist (faa.gov/training_testing/training/fits/guidance/
media/personal%20minimums%20checklist.pdf), which
walks you through the process of evaluating your particular
situation for a flight and perhaps alerts you to an issue that you
didn't consider. There are also online Flight Risk Assessment
Tools (FRAT) like the ASI Flight Risk Evaluator (flash.aopa.
org/asf/flightrisk), which takes into consideration your
certificate level, flight experience, weather, environment,
etc., to provide a go/no-go recommendation. But finally, the
decision is yours. Arm yourself and your students with the
tools that they need to make a good decision.
