It's broken.
Now what?

WE'VE ALL DONE a preflight where we've
found something broken, missing, or
malfunctioning. The question is what
to do now? Do we have to ground the
aircraft for maintenance or is this something
that can just be placarded and
we can still fly? We can find out by following
the guidance in FAR 91.213(d),
assuming the airplane doesn't have a
minimum equipment list (MEL).
First, determine if the aircraft you're
flying is covered by this part of the regulation
by checking FAR 91.213(d)(1).
You'll then need to determine that the
inoperative equipment is not required
in the four following documents: 1. The
VFR-day type certificate for the aircraft,
which can be found on the FAA's website
or by searching " FAA TCDS. " 2. The
aircraft's equipment list or the kinds of
operations equipment list for that type
of operation, found in the pilot's operating
handbook/airplane flight manual.
3. FAR 91.205 or any other rule for the
specific kind of flight operation. 4. An
airworthiness directive.
After you have determined that the
inoperative equipment is not required,
you can move on to the next step.

You can either remove or deactivate the
piece of equipment, then placard the
cockpit control. Removal will require
a logbook entry and deactivation may,
depending on whether deactivation
involves maintenance (defined in FAR
1.1). The last step is for the pilot or
mechanic to determine that the inoperative
instrument or equipment does or
does not constitute a hazard to the aircraft.

steps, you're ready to go flying.
