Medicine, which oversees pilot medical
certification, made a big leap in
tackling the backlog of medical cases
that have plagued the Aerospace
Medical Certification Division
(AMCD) since before the pandemic
began. Your aviation medical examiner
(AME) can now upload medical
documents into the DIWS (Document
Imaging Workflow System) directly
from the AMCS (Aerospace Medical
Certification Subsystem).
The FAA system for receiving,
processing, reviewing, and issuing
medical certificates is complex, and it
uses early 2000s technology that has
long since been outdated. As a result of
the growing pilot shortage worldwide,
AMCD processed a record number
of applications in 2022-more than
410,000-and even more are expected
in coming years.
When you use postal or other overnight
services to get records into the
system, the paper reports must first be
scanned into digital format. It's slow,
labor intensive work for the contractors
who do it. Now that AMEs can
upload source documents from their
offices directly into DIWS, the scanning
process is bypassed, and your records
are ported right into the main flow of
work. AOPA is optimistic that this one
upgrade alone will improve efficiency
and overcome the inertia of federal
bureaucracy.
More changes are coming. The FAA
is reviewing medical certification policies
and procedures, especially for more
complicated cases that historically
require a lot of time and extensive medical
evaluations before a decision is made.
