Goodyear's application manual lists for the Learjet 25, though
the main NTSB report states that they "were approved by the
aircraft manufacturer."
In addition to the gear collapse, the aircraft sustained damage
to the left main gear actuator support beam and the bottom
of the left tip tank. As of this writing in 2020, new Goodyear
185F03-5 tires (the less expensive of the two recommended
models) were available at a full retail price of less than $500
each. Retreads would presumably be cheaper. Add in labor
and shop fees, and it's hard to imagine that the total cost of
replacing the tires could have reached even 10 percent of the
bill for repairing the accident damage.

It's true that Venezuela's financial crisis was well under
way by September 2016, with a combination of plummeting
revenues and hyperinflation making the financial position of
even previously wealthy citizens precarious. But a good rule
of thumb is that you can't afford to fly any aircraft you can't
afford to maintain. And the pilots, who either saw or should
have seen the condition of the tires during the pre-flight
walkaround, also had at least the nominal option of refusing
to fly a clearly unairworthy airplane. Pilots are, of course,
human, with bills to pay and families to feed, and it's hard
to turn down a paying job during an economic emergency.
But it's also the pilot whose certificate will be in jeopardy if
an overlooked or ignored discrepancy leads to an accident
investigation. It's the operator's responsibility to keep the
aircraft fit to fly, but the pilot's to make sure it's fit to fly
today...and not do so unless it is.
