everyone has a role to play in promoting safety.
The written Safety Policy for an organization
must lay out policies and procedures for
identifying and mitigating risk, but those
policies and procedures won't do much
good if no one is following them out of fear
of disciplinary action or embarrassment.
That's why the Safety Policy must be genuine,
and the organization must do all it can to
encourage honesty and trust.
In a healthy SMS program, employees are
assured that mistakes may be made but that
they should never be hidden or swept under the
rug. If the system works as it should, everyone
should feel comfortable reporting hazards
and sharing information that may benefit the
organization entirely. It is only through open
and honest dialogue that an SMS works.
This leads to the " just culture " statement.
A Safety Policy should state how the
company intends to encourage honesty
over retribution for human errors that may
be attributed to slips, lapses, or errors.
Disciplinary action should not be taken
against any employee reporting a hazard
or perceived hazard in good faith. There
should be a clear line between acceptable

and unacceptable behavior. For example,
an employee can't show up to work under
the influence of alcohol, make a mistake
and expect the safety reporting system to
absolve them of wrongdoing. But if a mistake
is made and there is no willful negligence,
employees should feel encouraged and safe
to report it through the SMS. The hazard
can then be worked through the system of
Risk Management, Safety Assurance, and
Safety Promotion. Ultimately minimizing or
eliminating the risk entirely.
Of course, to have a successful business, there
needs to be a focus on mission completion
as well, but the Safety Policy should make
it clear that safety is a basic expectation of
every activity. It wouldn't be very good for
business to have an accident-a fact that
should always be prominent in everyone's
mind. Remember that this should be a living
document, periodically reviewed and revised
as necessary, even changing size and scope to
suit the safety objectives properly. Although
no flight has zero risk, risks can be mitigated
to a tolerable level with a positive safety
culture, proper guidance, and resources.
