descent altitudes (MDAs)-of the localizer and
two different GPS approaches to the
same runway.
The NTSB's performance study found
that during the next minute, the
Hawker's pitch attitude increased
from five to 12 degrees nose-up
while its airspeed slowed from 150
to 125 knots.
The flight descended through 10,000 feet at
an estimated 298 knots, well over FAR 91.117's
limit of 250 knots below 10,000 feet. AKR's
reported weather was just above minimums
with a 600-foot overcast and one and onehalf
miles of visibility in mist. After two
handoffs and a series of descent clearances,
Akron approach issued a descent clearance to
4,000 feet with a 200-knot speed restriction,
quickly followed by a descent to 3,000 feet
with a further speed reduction to 170 knots
for separation from a slower airplane already
inbound on the approach.
After leveling at 3,000 feet on a vector for the
final approach course, the PF said he'd " try to
drag every[thing] " to slow down. At 2:48:14
p.m., the captain pointed out their pitch
attitude was already nine degrees nose-up.
Seven seconds later, the CVR recorded sounds
interpreted as a thrust increase and landing
gear extension. The NTSB's performance
study found that during the next minute, the
Hawker's pitch attitude increased from five to
12 degrees nose-up while its airspeed slowed
from 150 to 125 knots.
The Hawker was level at 3,000 feet, four
nautical miles outside the final approach
fix (FAF), when the preceding airplane
canceled IFR, and the flight was cleared for
the approach. Though already established on
the localizer, the PF waited two more minutes
to begin a descent. The captain warned that
their airspeed was down to 120 knots and
not to let it decrease further, adding, " I don't
wanna stall. " Twenty seconds later, after
changing to the advisory frequency, the PF
called for " full flaps " (45 degrees) and reduced
power. Airspeed, which had stabilized at
about 130 knots, again decreased. Radar
data showed that they overflew the FAF 400
feet above its 2,300-foot minimum crossing
altitude at 109 knots, descending at 2,000 feet
per minute.
In the flight's final 40 seconds, the captain
warned four times about their rate of descent.
It decreased to 830 feet per minute when
they reached the MDA, but the airplane kept
