PMA assigns the responsibility of specialty board recognition to the Council on Podiatric Medical Education (CPME). On behalf of the podiatric medical profession, CPME established the Joint Committee on the Recognition of Specialty Boards (JCRSB) in 1995. The JCRSB is comprised of representatives of the profession, specialty boards, the health-care community, and the public. CPME and JCRSB are committed to assuring the public that podiatric physicians who are certified have successfully completed the requirements for certification in an area of specialization. JCRSB recognition of a specialty board serves to provide important information to the profession, health-care institutions, and the public about the sound operations and fair conduct of the board’s certification process. CPME’s authority for recognition of specialty boards through JCRSB is derived solely from the APMA House of Delegates (HOD). CPME also serves as the appeal body for adverse actions taken by JCRSB. JCRSB recognition of certifying boards in podiatry is analogous to the role played by the American Board of Medical Specialties (ABMS) in its recognition of 24 specialty boards in medicine. Similar to ABMS, the process for reviewing specialty boards in the podiatric medical profession includes concurrent review of substantive issues related to the need for certification within a special area of practice and assessment of the capabilities of the board to conduct and operate a proper certifying process. CPME currently recognizes two certifying boards: the American Board of Podiatric Surgery (ABPS) and the American Board of Podiatric Orthopedics and Primary Podiatric Medicine (ABPOPPM). JCRSB is responsible for granting new and continuing recognition to specialty boards in podiatric medicine, formulating criteria and procedures for recognition of specialty boards subject to the final approval of the council and in accordance with the broad policies for certification as adopted by the HOD, and exploring areas of mutual cooperation to the benefit of the recognized boards, the profession, and the public. Along with establishing JCRSB, Plan X clarified the role of the HOD in the development of broad policy-directing decisions regarding board certification, as well as the role of the council in managing and overseeing the process for recognizing specialty boards. JCRSB Today Since the adoption of Plan X, JCRSB has functioned under the aegis of the council but has several key relationships to the HOD and other constituent bodies, including the health-care community, the public, and JCRSB-recognized specialty boards. The HOD elects two representatives to JCRSB. The house adopts broad policies for specialty certifying boards, CPME and JCRSB are committed to assuring the public that podiatric physicians who are certified have successfully completed the requirements for certification in an area of specialization. including but not limited to recognition of special areas of practice deemed acceptable for the creation of new certifying boards; de-authorization of previously recognized special areas of practice for which certification may no longer be needed; and delegation of authority to CPME to function as the agency to coordinate recognition of specialty certifying boards. No organization-specific policy may be adopted by the HOD. History of JCRSB CPME has been integrally involved in matters related to specialization and certification since the 1960s, when certification discussions began, including the need for specialization in podiatry and the development of regulations for the approval of specialty boards. Subsequent to often heated discussions about board certification from the 1960s through the early 1990s, the council played an instrumental role in resolving several debates about the future of board certification by submitting its “Plan X” to the 1995 APMA HOD. Plan X outlined the establishment of a multipartite committee to oversee recognition of specialty boards in the profession of podiatric medicine. Rogers; public member The agenda for JCRSB’s most recent meeting held on January 21 included consideration of annual reports and progress reports submitted by ABPOPPM and ABPS. Based on review of the reports, the committee extended recognition of each board. The agenda also included a comprehensive review of the documents that govern the recognition process.
