One of the darkest hours of the 2008 financial
crisis came when Congress voted down a bill
creating the Troubled Asset Relief Program, or
TARP. The Dow Jones industrial average sank
more than 700 points on the news, forcing
proponents like Sen. Judd Gregg to press
colleagues for approval of the legislation that led
a few weeks later to the bailout of the nation’s
banking system. ¶ Today, Mr. Gregg faces
another formidable challenge. In his new role as
chief executive of Wall Street’s chief trade group,
the Securities Industry and Financial Markets
Association, he needs to explain to the general
public that what’s good for banks is also good for
America. ¶ “We need to reconnect” with Main
Street, Mr. Gregg said at a press briefing May 20.
¶ It won’t be an easy task, even for Mr. Gregg,
who during his nearly 30 years in Congress
positioned himself as a moderate Republican and

four years ago flirted with becoming President
Barack Obama’s commerce secretary. ¶ Finance
is the least-trusted industry in the world,
according to a recent survey by public-relations
firm Edelman, ranking behind oil, tobacco and
drug companies. ¶ It isn’t clear how much Mr.
Gregg will be paid to lead SIFMA, whose 600
members range from giants like Morgan Stanley
to little-known brokerage firms. His predecessor,
Timothy Ryan, was paid $3 million in 2010,
before decamping to JPMorgan Chase. ¶ Mr.
Gregg worked closely with the financial industry
as the chairman of Senate committees overseeing
the budget and pensions. After his time in public
service, he was an adviser at Goldman Sachs. ¶
SIFMA staffers seem so familiar with their new
boss that they introduced him to the press as Sen.
Judd instead of the more formal Sen. Gregg.
