DC Leads the
Way in Long-Term
Infrastructure Planning

P

ublic infrastructure is a critical responsibility of governments at all levels.
Whether it is new facilities to meet the needs
of a growing population or maintaining current assets such as schools, libraries, public
building, streets, sidewalks and alleys, infrastructure is critical to quality of life and economic prosperity. The American Society of
Civil Engineers (ASCE) publishes a "report
card," which grades the current state of the
nation's infrastructure. In 2017, this grade
was a very poor D+, virtually unchanged
from the prior report card released in 2013.
The District of Columbia scored only slightly
better than the nation overall by receiving a
C- grade. With this backdrop, and as part of
the OCFO Strategic Plan, the District began
building out its first-ever long-range capital
financial plan to address our critical infrastructure needs.
In evaluating the infrastructure needs of
the District, which serves as a city, state,
county and school district, four key questions had to be answered:
