Environments for Aging * special supplement

Vitalocity, a consortium of senior
living providers and industry experts,
identified that while the World Health
Organization (WHO) encouraged
creation of age-friendly cities to meet

the needs of the bourgeoning senior
population, there was no process to
accomplish those goals. Vitalocity set
out to create that process and tested it
on Apple Valley, Minn., with the intent
of replicating it for cities across the
country.
Joining with the Mayor of Apple
Valley, the city established two main
objectives: (1) serve the needs of all
its residents, regardless of age, and (2)
become a community in which to live
and fulfill one's life.
To accomplish these goals, the Vitalocity team undertook the following
tasks: The basic needs of the city were
analyzed and a multiday workshop
with politicians, the chamber of commerce, and city staff and residents was
held to address the WHO framework
of transportation, zoning, housing,
outdoor spaces, civic participation,
safety, and social inclusion.
From the findings, Vitalocity
developed a series of guidelines for
city council acceptance and subsequent integration into Apple Valley's
comprehensive plan.
One proposed guideline called for
a demonstration project to create a
central village in an underutilized part
of the city with access to transportation hubs and central to Apple Valley's
core services and retail. The village
demonstrates many of the other recommended guidelines. The proposed
result is a vibrant, higher density,
mixed-use, walkable, intergenerational
community with recreation, housing,
retail, education, and services, which
achieves the city's goal of fulfilling the
lives of citizens regardless of age.
