Powers of Congress
Making their victory even
sweeter, they broke
the myth that it was impossible
to win a world
championship using fall arrest
devices which
made climbing more difficult,
yet kept them safer.
In addition to the world champion
team, the
following were in the Top
12 of the Journeymen

The team of Tony Brown,
Patrick LeCroy and
Josh Jones captured the world
championship
with the help of coach Matt
Williams.
Article I, Section 1, of the U.S.
Constitution says, “All legislative
Powers herein granted shall be vested in a Congress of the United States,
which shall consist of a Senate and
House of Representatives.”
The authors of the Constitution
delegated the power to establish policy, or make laws, to the legislative
branch, not the executive or judicial
branches.
James Madison wrote in “Federalist No. 51”: “In republican [representative] government, the legislative
authority necessarily predominates.”
The framers were concerned
about too much power in the hands
of a powerful executive, but they
were also acquainted with legislative
tyranny. Therefore, they split the legislative powers between two separate chambers, the House of Representatives and the Senate. Both have
the authority to enact legislation, but
unique powers are delegated to each
chamber, such as the House’s power
to begin bills that raise taxes and the
Senate’s authority to approve treaties
and presidential appointments.
The framers further limited
Congress’ power by listing legitimate areas of legislative activity in
Article I, Section 8, and by checks
on Congress’ authority, such as the
president’s power to veto bills and
the ability of the courts to review
legislation.
Article I, Section 8, delegates 23
legislative powers to Congress. Elsewhere in Article I, and in other sections of the Constitution, another 16
powers are given to the legislative
branch, such as the power to determine the times for choosing presidential electors, in Article II, Section
1, and the power to establish federal
courts in Article III, Section 1.
The framers limited the power of
Congress in order to secure individual liberty and preserve the powers
of the states.

Our winners from the February 2013 issue are Nancy
M. Hardin, of Warner Robins, who took the photo, and Karen
Schuck, of Townsend, who correctly guessed that it is a statue
of the Altamaha-ha at the Darien Visitors Center. The Altamaha-ha, or “Altie,” is viewed by some as Georgia’s version of
the Loch Ness Monster, and legend has it the giant creature
inhabits the Altamaha River near Darien.
