kayaks and canoes move across the quiet
waters.

the accessibility of the wildlife at the park
as opposed to in a marsh, which sometimes
requires a long lens or a boat.
" You can get closer, " she says.
" I just love coming out here, " Karen
Carswell says. She enjoys the fresh air, views,
wildlife and " the people-sometimes, " she
says with a laugh. (Bicyclists sometimes
assume the right of way over walkers.)
'The center of criticism'
In the 1960s, protests abounded against
the county's plans for Lake Mayer. Did the

" You couldn't walk without

were rivers and shoreline aplenty nearby? Some
people didn't think so and said the lake likely would
go unused.
Neighbors thought their property values would
drop. One woman complained of dust on her
property from " the Dust Bowl " project.
" This park was the center of criticism by
citizens during its conception, mainly by those who
live near this area, " Jim Golden, former Chatham
County recreation director, wrote in his book,
" My Job: A Day-by-Day Challenge. "
'I knew this would turn out'
The late County Commissioner Maj. Gen.
Richard H. Mayer imagined a lake-park more than
a decade before Lake Mayer opened, according to
a June 11, 1972 Savannah Morning News article.
The park's namesake was " a man of vision, " County
Administrator Joe Lambright is quoted as saying.
But " the guiding force behind this park's
development, " Golden wrote, was County
Commissioner P.E. " Pete " Clifton. Clifton stuck to
projects he started and worked harder if people
called them impossible.
" I knew what [the park] would look like even
if others didn't ... I knew this would turn out, "
Clifton said.
In 1969, the county received a $39,900 grant
for the project from the State Parks Department,
according to a June 13, 1969, Savannah Evening
Press article. Around May 1972, county workers
tapped an underground spring to begin filling
the lake.
'The people's park'
Golden developed the multipurpose trail,
basketball courts, pavilion, tennis courts and
remote-control-car track. He was also key in
