n a world dominated by bad news on the television and in the
newspaper, we feel like we seldom hear that things are getting
better. Access to high-speed broadband service is one area in
which many Georgians have seen improvement in recent years.
Providers face significant logistical and cost challenges to

provide quality broadband to all Georgians. Policymakers and
residents recognize that access to broadband internet has
become essential for Georgians' personal and professional lives.
However, what we don't hear much about in the daily news is the
real progress that is being made to bridge the digital divide.
To highlight some good news, 25 of Georgia's electric
OVERALL
membership cooperatives (EMCs) are working to help increase
broadband availability on a daily basis.
As of July 2023, EMC-related projects had provided more
than 190,000 locations statewide with fiber broadband and

EMCs have invested more than $277 million to date and built
more than 14,000 miles of fiber networks across our state.
Most locations served by EMC projects were previously
unserved by broadband of any type.

* 75,000 locations that were underserved for broadband

( " Underserved " are connections that will not
provide a minimum of 100 Mbps for downloads

process of getting Georgia's BEAD plan approved by
the federal government to move forward with the
allocation of that $1.3 billion to build or extend
broadband networks. As part of that process,
Georgia's broadband providers have recently
identified almost 27,000 currently unserved
locations they'll commit to serving by the end of
2025 without the aid of any government funding
subsidy. That means Georgia's BEAD program will
have fewer than 93,000 unserved locations that
will still need service by the end of 2028, the BEAD
deadline for project completion.

availability may be a reality in all of Georgia within
the next five years.
With the efforts of many EMCs and other
