NASSCO Announces Change
in Leadership
The Board of the National Association of Sewer Service Companies
(NASSCO) announced in mid-January the acceptance of the resignation of Executive Director Ted DeBoda, P.E. He will continue his role as
a Pipeline Assessment Certification
Program (PACP) Master Trainer and
will provide consulting services to
ensure a smooth transition.
"At this juncture of my personal
and professional life, I wish to pursue
other opportunities within the
underground infrastructure industry,"
said DeBoda. "I am honored to have
served NASSCO and believe that
we have accomplished much in our
quest to set standards for the assessment, maintenance and rehabilitation of underground infrastructure.
I especially appreciate the support
and guidance I have received from
NASSCO's Board and members."
DeBoda took the leadership
role at NASSCO in 2010 and has
served tirelessly since that time. He
led NASSCO through a tremendous period of growth - both in
rising membership numbers and in
revenue.
"Ted has done a good job of
building relationships with academia,
other organizations aligned to
NASSCO and the industry in general,"
said Pete Kurz, current NASSCO
president. "The Board understands
and values the importance of
succession planning and is prepared
to make the transition as seamless
as possible. We also realize that the
typical time of service for an executive director is around five years,
so we were not blindsided by Ted's
resignation request, and wish him
well as he pursues the next chapter
of his career."
Nationwide search
Per NASSCO's By-Laws, the Board
will conduct a nationwide search
for a new, full-time executive

director. Effective immediately, Mark
Metcalfe, former NASSCO president
(2015-2016), will step in as interim
executive director until a replacement is found.
"While change is never easy," said
Metcalfe, "we also know that change
always takes things to a new level.
We have been fortunate to have
executive directors in place through
the years who have used their
talents to provide what NASSCO
needed at the time. Mike Burkhard
helped NASSCO gain solid financial
footing. Irv Gemora then stepped in
to ensure PACP and ITCP became
national standards. During Ted's tenure NASSCO's reach and influence
have grown significantly, and we are
extremely grateful for his service.
"Our focus now," Metcalfe continued, "will be to find an executive
director who can benefit from those
who came before him or her and
build on earlier accomplishments.
The ultimate goal, of course, is to
ensure the continued acceptance
and growth of trenchless technologies to help contractors succeed
through quality standards."
Established in 1976 to represent
contractors, the NASSCO sets
standards for the assessment,
maintenance and rehabilitation of
underground infrastructure through
the development of specifications,
information sharing through committee participation, and training
programs such as PACP (Pipeline Assessment Certification Program) and
ITCP (Inspector Training Certification
Program). Focusing on trenchless,
or "no-dig" technologies, NASSCO
is also committed to ensuring the
continued acceptance of growth of
trenchless technologies through education, public relations, conference
participation and member ambassador programs.

$87-Million Grants for NY State Water
Quality Improvement Projects Awarded
New York State Department of Environmental Conservation (DEC) made $87 million in Water Quality Improvement Project (WQIP) grants available across the state
through Round VII of the Regional Economic Development Council (REDC) awards.
The funds will be used on 95 projects to improve and
protect water quality ($14.6 million), improve and update
wastewater infrastructure ($58 million), improve salt
storage ($5 million), protect and restore aquatic habitat
($1+ million) and other projects.
The WQIP program is a competitive, statewide reimbursement grant program open to local governments
and not-for-profit corporations to implement projects
that directly address documented water quality impairments or protect a drinking water source. The REDC
initiative supports economic development, strategic
plan implementation, and job creation across New York.
Funding was made available for the 2017 WQIP program
through the state's landmark $2.5 billion Clean Water
Infrastructure Act and through the State's Environmental
Protection Fund.
CASE Calls for Entries to 3rd Annual
'Dire States Equipment Grant'
CASE Construction Equipment is accepting entries for
the third-annual Dire States Equipment Grant, which
provides one winning community with $25,000 in free
equipment use to help offset the costs of building or
repairing a critical piece of local infrastructure.
Representatives of municipal, county and other local
governments in the United States are eligible to apply
for the grant. Entrants must describe the project and
provide a detailed assessment of how that local piece of
infrastructure will benefit the community.
Examples of suitable infrastructure projects include:
road/bridge repair or construction, utility pipe replacement, erosion control along lakes and rivers, wastewater
system improvements and park/recreational construction. All projects that fall within the 16 core categories of
infrastructure, as identified by ASCE in its Infrastructure
Report Card, will be considered.
The grant is named for CASE's infrastructure awareness and advocacy initiative, Dire States, which evolved
from a national tour in 2013 that focused on raising
awareness of America's ailing infrastructure into active
campaigning for specific programs and legislation.

will be announced in April.
