project management, Dettmer is a
recognized leader in the assessment
and renewal of pressure systems,
and for having in-depth knowledge and practical application of

Jeremy Nakashima, P.E., was
promoted to lead
the wastewater
practice of planning,

engineering and
program management for Lockwood,
Andrews & Newnam
Inc. (LAN). With
more than 23
years of project

management and
design engineering experience,
he has been with LAN since 2010,
most recently as regional manager
overseeing infrastructure projects in
the Midwest area.
Mathew Busby, P.E., joined the
firm as a project manager overseeing municipal infrastructure projects
in North Texas. He has more than
10 years of experience developing
solutions for municipal clients, designing projects ranging from utility
relocations and pipelines, to pump
stations and treatment plants.

BOND
Kristan Koch was promoted to CFO,
Civil & Utility Division, at BOND, the
Northeast's premier building, civil,

utility and energy
construction firm,
overseeing the
accounting and
financial management of the
Division. She plays a
Koch
key role in aligning
overall strategy
with bottom-line
performance,
engaging with corporate leadership to
implement policies
Brown
and procedures
that drive growth and improve
operational efficiencies. With more
than 25 years of experience in the
construction management industry,
Koch joined BOND in January 2017
as division controller.
Bruce Brown joined the same
BOND division, as vice president,
Southern New England, strengthening company services in Connecticut, western Massachusetts and
affiliated regions. He brings more
than 34 years of construction and
business management experience
across diverse energy projects.

WSSC
Arthur Elkins, Jr. was selected as
the first-ever inspector general of
WSSC, Maryland's largest water
utility serving Prince George's and
Montgomery counties. Operating independently from WSSC
management and reporting directly
to its board of commissioners,
Elkins is responsible for conducting,
supervising and coordinating audits,
investigations and reviews of the
utility's operations.
He has a wealth of experience,
most recently as inspector general
for both the U.S. Environmental Protection Agency, and Chemical Safety
and Hazard Investigation Board,
and previously in other federal
service roles, as well as prosecuting
attorney and public defender at the
county level in Ohio.

Randy Hayes Promoted to
VP at Vacuworx
Randy Hayes was promoted to vice president of
Business Development and Strategic Accounts at
Vacuworx. Previously leading the North American
sales team as corporate sales director, Hayes'
expanded role allows him to more closely partner
with national and key accounts, as well as focus on
new business opportunities across all Vacuworx
markets.
"Randy has been on the front line with our key customers for the last
eight years," said Bill Solomon, president of Vacuworx. "With so many
opportunities for growth in both new and existing markets, we are excited to
make this change to our sales structure and reward his hard work."
Hayes has worked in the oil and gas pipeline and related markets for 38
years. He joined the Vacuworx team in 2010. Prior to that he was with T.D.
Williamson for more than 23 years, primarily in the Services and polyethylene fusion equipment divisions.
As part of his commitment to the industry, Hayes is an active member
of several organizations, including Distribution Contractors Association,
Pipeline Contractors Association of Canada, American Pipeline Contractors
Association and Interstate Natural Gas Association of America.

Michels Canada Expands Eastern
Presence
Michels Canada opened a permanent office in
the Greater Toronto Area (GTA) to conveniently
serve eastern operations. Glenn MacIntosh was
promoted to director, Eastern Region, heading up
the office and spearheading Michels' continued
growth in the area and beyond.
Formally established in Nisku, Alberta, by
Michels Corporation in 20016, Michels Canada
is a diversified utility contractor performing work
in the oil and gas, water and sewer, heavy civil
and power delivery markets. Local projects include a large-scale update
of the GTA natural gas pipeline system and rehabilitating a deteriorating
large-diameter sewer main.
"This expansion is an exciting and logical step that will allow us to use our
integrated capabilities to deliver the highest quality service to customers in
this vibrant region," said Gary Ziehr, vice president of Michels Canada.
The new office is located at 891 Rowntree Dairy Road, Woodbridge,
