McMillen Jacobs
McMillen Jacobs Associates, an employee-owned
environmental, engineering, and construction
company providing a comprehensive array of
technical services to the heavy civil, underground,
and water resources markets, named the following,
new principals.
* Grant Finn, P.E., has more than 19 years of
civil engineering experience, with a focus on
underground engineering projects, including
structural design excavation, deep and shallow
foundation, tunnel rehabilitation, seismic
engineering, and cut-and-cover facilities.
* Doug Grimes, P.Geo., officer manager in
Vancouver, Canada, has over 30 years of
experience in design and construction of tunnel,
hydropower, water supply, and reclamation
projects, and managing some of Vancouver's
most significant water and gas pipeline projects.
* Tom Hennings, P.E., P.Eng., structural engineering
practice lead-East Region, has more than 28 years
of structural experience, with 21 of those years
specializing in underground projects including
tunnels and deep excavation support systems.

OSHA
Michael Rivera is the new regional administrator
for the Occupational Safety and Health
Administration's (OSHA) Philadelphia region. He
has 28 years with OSHA, including area director,
compliance assistance specialist and compliance
officer in the Dallas region, and most recently,
deputy regional administrator for the Philadelphia
region. Trained as an industrial hygienist, he holds
a bachelor's from Texas A&M University, and has a
strong background in general industry, maritime
and construction safety and health.

Barbco
Thomas W. Schmidt, operations manager
for Barbco Incorporated, was inducted into
the "League of Legendary Heroes," as a Squire
of Hope, by the St. Baldrick's Foundation.
For the past three years, Schmidt has created
and led very successful St. Baldrick's Foundation
Community Head Shaving Fund Raisers, first
at Progressive Chevrolet in Massillon and this
year at Barbco.

INGAA
Stan Chapman was elected as chairman of the
Interstate Natural Gas Association of America
(INGAA), for a one-year term, after recently

completing a term as INGAA's first vice chairman.
As chairman of the General Partner for TC PipeLines
GP, Inc. and executive vice president and president
of TC Energy Corporation's U.S. natural gas pipelines,
Chapman is responsible for all pipeline operations
and commercial activities across TC Energy's FERCregulated transmission and storage assets, as well as
its unregulated midstream business.

Brown and Caldwell
Leading environmental engineering and construction firm Brown
and Caldwell has strengthened its
owner's advisory group by
promoting Gus Hrncir to senior
principal. With a 20-year resume of capturing large
water and environmental infrastructure programs,
Hrncir will provide strategic guidance on choosing
the most sustainable and cost-effective delivery
method for their projects.

Blackburn Resources
Blackbuck Resources LLC, which focuses
on designing, building and operating water
infrastructure for the oil and gas industry,
expanded its executive management team.
* Barry Portman, CEO, has more than 20 years
of oilfield experience in operations, drilling,
completions, facilities, maintenance, and
integrated service management. Most recently,
he served as vice president, production
operations and Permian general manager of
Pioneer Natural Resources.
* Jamie Liang, CFO, has over 17 years of
experience in finance, investment banking,
and E&P management, most recently as
managing partner of a Houston-based
private equity firm focused on direct
investments in the oil and gas sector.

KorTerra
KorTerra, Inc., a SaaS utility
damage prevention software
solutions provider, appointed
Bill Hunt as its chief technology
officer. In this role he plays a key
role in shaping the company's technology strategy
and driving innovation, focusing on effectively
deploying processes and technology to bring
value and growth for customers. He has 35 years
of experience as a multifaceted technology
executive, overseeing the direction and
development of enterprise architecture.

Vermeer
Dan Sharpe joined the Vermeer
pipeline team, as corporate
account manager, based in Haslet,
Texas. Initially, he will focus on
networking at industry events and
conducting global customer outreach. He brings to
this new role more than two decades of experience
developing equipment for the HDD industry,
including HDD fluid management systems sold
through the Vermeer dealer network; serving as
vice president and president at other HDD
equipment manufacturers; and building a strong
network of industry contacts.

Volvo
Brian Layman was appointed vice
president-Construction Equipment
Financial Services for the USA
market of Volvo Financial Services
(VFS). He has 19 years of
experience with the Volvo Group in various roles
supporting sales and marketing, dealer development and retail competence development. For the
last five years, he has served as vice president-Business Development for Mack Trucks.

American Concrete
Pipe Association
The American Concrete Pipe
Association (ACPA) named Doug
Dayton, P.E. as its new president.
During his 30-year career in
engineering and construction, he
has gained extensive experience with owners, civil
and structural designers, and constructors for both
private and public construction projects, including
heavy transportation/infrastructure projects
associated with DOT design-build and public
private partnership (P3) through various concessionaires, where large quantities of concrete pipe
and box culverts are constructed.

Thompson Pipe
Thompson Pipe's Pressure division
expanded its engineering team
with addition of Jennifer
Christman, P.E., as the new
technical resource marketing
manager. With continued growth expected for
2020, the position was developed to support clients
with pipe selection and specification. She brings
