ESTABLISH IHP LEADERSHIP AND STAFF
STRUCTURE

NEGOTIATE ENHANCED CONTRACTS ON BEHALF
OF MEMBERS 

By September 2015, IHP's first board of managers
debuted, chaired by Irma Cota, President and
CEO, North County Health Services.

IHP leadership implemented a contract with Beacon
Health on May 1 and with Molina Healthcare on June
1, 2016. With these contracts IHP provides primary
care and behavioral health to Medi-Cal, Covered
California, Medi-Medi and Cal MediConnect patients. 

In addition, we began the interview process to
contract with a Management Services
Organization (MSO) and issued both a Request for
Information (RFI) and Request for Proposal (RFP).
This invaluable comparative work allowed the IHP
board to select MedPOINT Management, which
has 25 years of experience providing
comprehensive services to Independent Practice
Associations (IPA) and health care networks.

Currently, IHP is actively working through the
contract transition with Molina and MedPOINT.  
CONDUCT MEMBER ASSESSMENT TO ESTABLISH
BASELINE FOR PRACTICE TRANSFORMATION
IHP established baseline clinic performance for the
Molina contract, enabling us to begin performance
improvement initiatives.  The first step was for all IHP
members to participate in assessments with 
Centerprise, an emerging leader in health care billing
and consulting services, to set a baseline for practice
transformation. They are now actively engaged with
Centerprise to meet their one-year CIN objectives. In
December 2015, representatives of Centerprise met
the newly formed IHP Board to outline next steps for
health center optimization, including a learning series
for the staffs of member clinics.

By December, 2015, Sabra Matovsky was recruited
to become the CIN's first Executive Vice President.
 Matovsky previously was with Molina Healthcare,
where she was Associate VP and Market Leader.
 She brings extensive experience in Medicare and
Medi-Cal managed care to IHP.
On March 1, 2016, HCP successfully launched IHP
on schedule, with excellent media coverage, both
that day and in a number of follow-up stories. 

YEAR ONE GOAL: Standardize clinical practice to
improve quality outcomes.
