WHO HE IS: Kevin Mahoney joined University of Pennsylvania Health System
(UPHS) in 1996, with roles since including
executive vice president and chief administrative officer of UPHS, executive vice dean of the
Perelman School of Medicine, senior vice president of UPHS, and executive director of Phoenixville Hospital in Phoenixville, Pa. Later, Mahoney moved into roles overseeing design and
construction, including the Smilow Center for
Translational Research and the Henry A. Jordan
M'62 Medical Education Center. His next task:
lead planning for the largest building project in
UPHS's history, the massive 1.5 million-squarefoot Penn Pavilion inpatient tower scheduled to
open in 2021 on the organization's University
City campus.

ment that's future-proofed and can keep up with
the rapid pace medicine is likely to take. His hard
work and leadership on this monumental project for UPHS earned him yet another promotion
within the organization-this time, to CEO.
With the Penn Pavilion project, Mahoney set out to completely transform
project delivery by maximizing interdisciplinary
teamwork, collaboration, and innovation. In fact,
several new takes on IPD were brought to the
table under his leadership, including bringing a
consultant on board to guide the team in "servant
leadership," offering insight on collaboration
and trust guided by the concept that individual
expertise matters less than interdisciplinary
problem-solving and team unity. Additionally,
Mahoney ensured that design decisions were data-driven from the beginning, developing a space
program that's based on performance metrics
from peer academic medical centers. That was
advanced by using parametric modeling to align
the program, building massing, and construction cost, allowing the team to "game" different
scenarios in real time. Through the intensive use
of mock-ups and simulation, the team then assessed feedback, addressed concerns, and tested
solutions again, while human experience workshops created patient, family, and staff personas
and allowed the team to imagine the care journey
and caregiver experience to deliver a humancentered design that will affect users broadly.

INDUSTRY IMPACT:

The $1.5 billion Penn Pavilion
is an academic medical center and translational
research center that will house inpatient care for
the Abramson Cancer Center, heart and vascular
medicine and surgery, neurology and neurosurgery, and a new emergency department. It's being
delivered by an integrated project delivery (IPD)
team called PennFIRST, composed of HDR,
Foster+Partners, BR+A, Southland Industries,
L.F. Driscoll, and Balfour Beatty. At 16 stories
tall, the building will house 500 patient rooms
and is designed with the team's shared goal to
create a facility that's not only adaptable for future patient needs but will also serve as a hub for
community health. And it's Mahoney who has
led that charge, bringing members together to
achieve the organization's new plan for how to
deliver care in the 21st century. He was a proponent from the start of advancing the IPD methodology, collocating project team members in a
large-scale space where they conducted human
experience workshops and created low-fidelity
mock-ups and tested them to aid planning and
design. Later, he constructed full-scale patient
unit and interventional platform mock-ups to
study process and flow using advanced simulations. In all, Mahoney oversaw the development
of 30,000 square feet of mock-up space with a
constant commitment to designing an environ-

W H AT ' S N E X T : Next up for Mahoney and
UPHS is the completion of the first phases of
a $238 million expansion project for Chester
County Hospital. And one year from now, the
PennFIRST team will be readying to open the
