Foxx Denies Push for
HOS Study Timeline
In an effort spearheaded by Rep.
Richard Hanna, R-N.Y., 51 members of
the House of Representatives sent a
letter on Aug. 29 to U.S. Transportation
Secretary Anthony Foxx requesting
a timeline for a Federal Motor Carrier
Safety Administration report on a field
study examining driver hours-of-service
rule changes. In his response, Secretary
Foxx stated a completion date cannot
be projected.
In a Sept. 18 letter to Rep. Hanna,
released by the congressman's office,
Secretary Foxx wrote, "At this time I cannot predict the date on which the full
report will be completed and submitted
to Congress, but I assure you that we are
working as expeditiously as possible."
Although FMCSA failed to complete
the study report, for which Moving
Ahead for Progress in the 21st Century
Act, or MAP-21, had set an original
March 2013 deadline, the new federal
hours-of-service rule went into effect
July 1. Also missed by the FMCSA was
the Sept. 30 deadline set by MAP-21 to
complete a field study on the hours-ofservice rule's 34-hour restart provision.
