Panama Canal
Study Released
The U.S. Maritime Administration
has released a study report on shipping
patterns and industry costs that,
according to the U.S. Department of
Transportation agency, will help the
United States prepare for anticipated
impact of Panama Canal expansion
on ports, waterways and intermodal
freight systems.
"This study can serve as a compass
to guide our port investments in the
post-Panamax world so our nation's
ports can accommodate larger
vessels and help maintain our global
competiveness," U.S. Transportation
Secretary Anthony Foxx said Nov. 25 in
releasing the 202-page report.
The study found that integration of
post-Panamax vessels into U.S. trade
lanes will have substantial implications
for the nation's shippers, ports and
surface freight corridors, particularly
along the East Coast, Gulf Coast and
inland states located east of the
Mississippi River.
The report also states that more
cost-effective service generated by the
larger vessels could improve the ability
of some U.S. exports, like grain, coal, petroleum products and liquefied natural
gas, to compete in global markets.
The report further opines that
shifts in shipping patterns impacting
the national transportation system will
occur over time.

Regulators in the European
Union and China have already voiced
concerns about the P3 Network, plans
for which were announced by the lines
in June, with intent to start operations
in the second quarter of 2014, pending
regulatory approvals. And, on Dec. 5,
the FMC voted to ask the P3 carriers for
more information.
ILA Seeks Halt
to P3 Network
Victor Mendez, who since July
2009 served as administrator of the
Federal Highway Administration, has
assumed the position of acting deputy
secretary of the U.S. Department of
Transportation.
His naming, effective Jan. 1, fills the
vacancy left by the resignation of John
Porcari, announced Dec. 11.
Following his Dec. 31 departure,
Porcari appeared to be headed to
Parsons Brinckerhoff as senior vice
president and national director of
strategic consulting.
The International Longshoremen's
Association is urging the Federal
Maritime Commission to block what
bodes to be the largest alliance of
global steamship lines.
ILA President Harold Daggett, in a
Nov. 27 letter to the FMC, contended
the effort by Maersk Line, CMA CGM
and Mediterranean Shipping Co. to
