added. "It is time for FMCSA to do what
it knows is right and make this common sense change."

Sen. John Thune, R-S.D., who chairs
the Senate Committee on Commerce,
Science and Transportation, reacted by
saying he plans to introduce legislation
to force CSA changes.
However, he was beaten to that
punch by Rep. Lou Barletta, R-Pa., who
on March 16 introduced H.R. 1371, the
Safer Trucks and Buses Act of 2015,
calling for significant CSA revamps,
including removal from public view of
covered data.

Also expressing concerns about
the app was FMCSA critic Sen. Deb
Fischer, R-Neb., who chairs the Senate
Commerce Subcommittee on Surface
Transportation and Merchant Marine
Infrastructure and Security. Sen. Fischer
- who plans this spring to introduce
legislation to overhaul FMCSA -
suggested in an April 9 letter to U.S.
Transportation Secretary Anthony
Foxx that the QCMobile app include
disclaimers that score data is flawed.

FMC Report Released
on Demurrage
The Federal Maritime Commission
has released a staff report focusing on
resolving issues related to demurrage
and detention of cargo containers.
"I am hopeful that the report
becomes a discussion paper among
industry stakeholders and helps
stimulate solutions to problems that

have arisen as a result of the severe port
congestion experienced in the last year,"
FMC Chairman Mario Cordero wrote in
releasing the report April 13.
The report:
* Provides an overview of issues
related to demurrage, detention of
cargo containers and free time;

Details possible ways for vessel
operators, terminal operators
and port authorities to minimize
congestion; and
Lists actions cargo owners and
motor carriers may take regarding
demurrage and detention fees.

"The commission has heard from
many importers, exporters and drayage
trucking companies complaining about
demurrage and detention charges that
they must pay even though they cannot
timely access their cargo or drop it off
before free time expires," Chairman
Cordero commented.
He added that, while the FMC
"has received anecdotal evidence,
the industry is encouraged to submit
substantive documentation and
