Van Steenburg said the new administration is still staffing up
as Department of Transportation Secretary Elaine Chao focuses
on safety, infrastructure and technology, in that order. He stressed
that the FMCSA has a collaborative and effective working
agreement with the secretary's office.
The freight industry's urgent priority is to use technology and
other means to reduce fatal truck and bus crashes that have
increased for the past two years, he said.
Van Steenburg also is confident that the electronic logging
device mandate will go into effect in December, despite some
speculation to the contrary.
Rulemaking review
He did note an ongoing DOT review of all rulemakings and
policy such as autonomous vehicles. Autonomous vehicles are
the focus of DOT's fact-finding efforts, through a comment period
ending on July 18.
At the FMC, Doyle stressed that two of five commissioner
positions should become open this year, and the agency's
mandate is to have political balance with no more than three
members coming from one political party.
Even as personnel changes, the agency continues to deal with
key issues such as alliances, port congestion and the impact of
industry consolidation through either mergers or developments
such as the Hanjin Lines bankruptcy.
Noting that observations were his
own and not official FMC statements,
Doyle said nobody in ocean shipping really
thought that Hanjin would fail because its
government funding ended.

The lesson of that crisis was that "folks
should not be looking at the lowest price.
Who has the most reliable service should
be more of a consideration," Doyle said.
Asked about a petition by truckers
and shippers to curb detention and
demurrage charges due to events such as
bankruptcies, Doyle said "[shippers] and
truckers should not be penalized because
they cannot pick up or return equipment
through no fault of their own."
Doyle urged that technology as well
as innovative solutions from the private
sector were important developments that
were needed to address the related issues
of port congestion and the impact of
demurrage and detention rule penalties that
are imposed on both truckers and shippers.
One approach he mentioned was to
start the free time clock when a shipper or
trucker is notified that the load actually is
available for pickup.
"There are some creative solutions
out there," Doyle said. "We need to get the
containers off the dock faster."
